They want a commercial development on residential/agricultural land, which requires a zoning use variance, but that’s not the only thing they need. They also want variances and design waivers from commercial codes, as their proposal is in violation of commercial zoning too, and they want waivers from submission of necessary planning process elements … because they don’t want to do the work or because it will reveal even more code violations?
