Some open questions / Algunas preguntas abiertas:
A. WHY DO IT AT ALL? / ¿POR QUÉ HACERLO?
· Who made the decision that the construction of this building is needed?
· What enrollment projections justify the building, and will they be made public?
If the school restricts the number of incoming kindergarten and 6th-grade students to 60 and 69, respectively, the building will no longer be overcrowded within four years. No more than 60 kids of kindergarten age (and even fewer of 6th-grade age) live in the zone each year. Even if one year is an outlier, it won’t be by so many kids that the number in each class will be statistically different from the 20 and 23 kids stated by the law. The overall trend, as published by City Comptroller Mark Levine, is a decrease in the number of students, and the reduction is especially steep in Washington Heights.
Why hasn’t this restriction been applied in prior years, and could it start next year?
· What led to the decision to build a 72,000-square-foot building instead of an annex with just 9 classrooms as requested by the school leadership team?
· We understand that Dos Puentes Elementary School (06M103) and Community Health Academy of the Heights (06M346) received an exemption to find a solution to overcrowding on the basis of the new building in the PS/IS 187 schoolyard.
· · How many students are you planning to have move from those two schools to PS/IS 187?
· · How does this align with balancing the need for a schoolyard and the small class sizes?
· · Why aren’t you transferring those students to schools with under-enrollment?
· How did the DoE and the SCA balance the need for a schoolyard for students’ physical activities, recess, and after-school programs, and for the community in the early morning, afternoon, and on weekends, with the need for additional classrooms?
· Studies show a schoolyard and recess are no less important than small class sizes, and that taking away the schoolyard would run counter to the spirit of the small class size law. Why weren’t other alternatives pursued?
· Did you consider the safety risks of overcrowding the schoolyard by removing half of it?
· The community is listed as having a central role in DOE, SCA, and ODP decision-making. How did the petition impact your views on the project?
· Construction always takes longer than planned, what are the plans to reduce class size until the construction is completed?
· Which alternatives were studied (a smaller annex, under-enrolled nearby schools, admissions or zoning changes), and why were they rejected? Can we see the analysis?
· What is the total cost and funding source, and how does it compare with the alternatives?
· What decision steps and public reviews remain (including environmental review), and can community input still change the plan?

D. IMPACT ON THE COMMUNITY / IMPACTO EN LA COMUNIDAD
The schoolyard is a community place. For generations of children and neighbors, the PS/IS 187 schoolyard has been more than a place to play. It is where students and families gather in the afternoon and on weekends, friendships grow, and some of our most treasured neighborhood memories are made. It is an essential shared space in a densely populated community.
· Did you consider the impact of the construction and the reduction of the schoolyard by half on the community?
