Preserve Local Control: Restricting Overrides on Battery Energy Storage System Bylaws

The Issue

I write this as a concerned resident of a small, rural town, one that's become a cherished part of my identity.  

The proposal to override Oakham’s local bylaws for the construction of a 180 MW battery energy storage system poses serious environmental and community risks that outweigh its potential benefits. Oakham’s bylaws were established to protect sensitive natural resources—most importantly, the aquifers that supply drinking water to large portions of Massachusetts. Installing and operating an industrial-scale energy storage facility on top of these critical water sources introduces the potential for chemical leaks, thermal events, and groundwater contamination. Once compromised, these aquifers cannot be easily restored, endangering public health and the long-term sustainability of our water supply. Upholding local bylaws ensures that development remains consistent with the community’s values, safety standards, and environmental protections. Overriding these safeguards for a private energy project would set a dangerous precedent and place undue risk on residents and future generations.
