Dear Mr. Apicella, 
I want to express my agreement with the citizens on Clift Farm Road - that we do not want more housing on Leeland Road or Clift Farm Road. We do not have the ameneties, services or designation on the Comprehensive plan to accept this re-zoning by Jarrell Properties.

1. Clift Farm Rd is not in an Urban Development area per the Comprehensive Plan, it is not in a TDA either.
Per VA Code 15.2-2223.1 point 4:
"The boundaries of each urban development area shall be identified in the locality's comprehensive plan and shall be shown on future land use maps contained in such comprehensive plan." Map attached. The property formerly purchased for a High School appears to have been the catalyst for expanding the USA along Clift Farm Road, but of course that is not Urban Development.

2. All surrounding properties to the proposed GDP are zoned A-1. The Jarrell Prop. GDP application states that there are R1 adjoining properties, which is untrue. This development would be exceptional in that the typical placement for R-2-R-5 is nearer major roadways, with access to public transit, walking areas, and places of work. This is what we've observed looking at the majority of R2 designated areas in Stafford County.
The majority of residents would not be utilizing the VRE for commuting, as is the case for the surrounding communities. With the additional flex lanes along 95, it is increasingly likely the train would continue to be under utilized. This proximity to a rail system as a benefit has a decreasing benefit as the nature of commuting and teleworking has changed in the past several years.
