FLOOD MITIGATION OPTIONS ASSESSMENT REPORT

This May 2017 report recently released by the City of Calgary reports that "Significant Floods have been recorded on the Bow River at Calgary in 1879, 1897, 1902, 1915, 1929, 1932, 2005 and 2013 ... One key difference between estimated peak flows from the late 1800's and those measured during the 2005 and 2013 flood events is that the more recent events were MODERATED CONSIDERABLY by the existence and operation of six sizeable storage reservoirs upstream of Calgary on the Bow River.. These reservoirs stored water and reduced peak flows downstream of Calgary..." The Elbow, Sheep and Highwood Rivers have been responsible for considerable economic and social devastation. When we consider the great benefits that the storage reservoirs on the Bow River have provided us over the years, why, after the catastrophe we suffered in 2013, will our governments not authorize an environmental impact assessment (cost approximately $200-$300,000.00)on the great opportunity presented by the Tri-River Joint Reservoir of Alberta proposal. The Springbank Offstream Reservoir project and the South-West Ring Road have been rejected by the Canadian Environmental Assessment Minister for substantial revisions so now is the time to begin the TRJR assessment.
