The Megan’s Law Reform Act
“After three public hearings across New York State (Albany, Long Island and Brooklyn), Senator Skelos wrote the Megan’s Law Reform Act (Senate Bill 4793-B) to strengthen Megan’s Law in 25 different ways, including mandatory notification by police when a registered sex offender moves into a community, lifetime registration of all sex offenders, requiring information about all levels of sex offenders to be posted on the Internet and GPS monitoring for the worst offenders.
Through the public hearings, the legislation was drafted to reflect the input of law enforcement officials, teachers, school officials, parents and advocates and it has passed the Senate. Megan’s mother, Maureen Kanka, who partnered with Senator Skelos in 1995 to champion the passage of Megan’s Law in both houses of the Legislature, spoke at the first hearing in Albany.
Since enacting Megan’s Law in 1995, the New York State Senate has acted on over 100 separate occasions to pass legislation strengthening Megan’s Law and more than 200 times on other legislation dealing with sex offenders.
Since 1997, the Senate has passed legislation that would provide for the civil commitment of sexually violent predators who are likely to engage in repeated acts of sexual violence. Unfortunately, the Assembly Leadership has failed to act on this important bill.
The Megan’s Law Reform Act would enhance New York State’s Sex Offender Registry as follows:
* Mandatory Community Notification
Under current law, it is left up to the discretion of the police whether they notify community members about the presence of a sex offender. Under this legislation, police must take the following actions based on the offender’s level:
Level One Offenders: Law enforcement agencies where the crime was committed and, upon release, where the offender intends to reside must be notified.
Level Two Offenders: Law enforcement agencies where the crime was committed and, upon release, where the offender intends to reside must be notified, In addition, they must disseminate information, including a photograph, to entities with vulnerable populations located within the area where the offender intends to reside that have been approved to receive such information. At their discretion, both may further disseminate this information to other persons.
Level Three Offenders: The requirements for notification for Level Three offenders are the same as Level Two but in addition, law enforcement agencies must issue a new release to local media. They also may use their discretion to conduct other notification activities within the community, including public meetings, flyers, etc.
* Website and Electronic Communication
This legislation expands the Division of Criminal Justice Services’ website to include information about all sex offenders, not only the Level Three offenders under current law. In addition, visitors to the website would be able to register for e-mail notification regarding sex offenders living in, or relocating to, their zip code.
Level One Offenders: The website must provide a name, a dated photograph, and approximate address.
Level Two Offenders: The website must provide the same information as Level One Offenders, plus additional material regarding the offender’s crime and type of victim.
Level Three Offenders: The website must provide a name, a dated photograph, place of employment, exact address, and other information relating to the offender and his criminal MO.
* Global Positioning System (GPS) Tracking
This legislation would require all Level Three offenders to wear a GPS monitoring device for the duration of his or her registration. The Act includes numerous provisions relating to the type of GPS system the offender must wear, the offender’s required contribution to its cost, penalties for the removal or disabling of the tracking device, and judicial authority to modify the tracking equipment.
* Miscellaneous Megan’s Law Enhancements
In addition, the Megan’s Law Reform Act of 2005:
A. Adds three crimes to the list of registerable offenses:
1. sexual assault against a child by a person in a position of trust in the first degree
2. sexual assault against a child by a person of trust in the second degree
3. endangering the welfare of a child where sexual activity is involved
B. Adds sexual assault against a child by a person in a position of trust in the first degree to the list of sexually violent offenses.
C. Provides that verification forms will be mailed to sex offenders twice a year on a random basis, rather than once a year on the anniversary date.
D. Provides that, even if an offender has not moved, they will be in violation if they do not send back their signed verification card.
E. Changes the determination hearing process in the following ways:
1. the notice to the sex offender will tell them the hearing will determine how much information the community will receive
2. requires sex offenders to appear at the hearing which will determine their level of notification and whether they are designated as a sexual predator, sexually violent offender, or predicate sex offender
3. if an offender fails to appear at their registration hearing, the hearing will be conducted in their absence
4. a sex offender who has been convicted outside of New York will be given notice of the hearing that will determine how long they must register and how much information will be given to the public
5. if an out of state offender fails to appear, the court will still make a determination
F. No longer allows sex offenders to petition the court for a change in their duration of registration.
G. Amends the correction law in relation to what constitutes failure to register on the part of the sex offender, and the penalties for failing to register.
H. Changes the conditions of probation or parole that prohibit a sex offender from going on school grounds to eliminate the necessity that the victim be less than 18 at the time of the offense.
I. Creates the new crime of unlawfully residing or entering upon school grounds in the second degree. No sex offender may go on school grounds.
J. Increases the statute of limitations for a sex offense against a child under the age of 17 to 15 years, from 5 years, after the child reaches the age of 18 and
K. Requires that when individual who is charged with a sex offense, incest, or sexual performance, any plea agreement must include a guilty plea to one of these crimes.
Although the Senate has passed the Megan’s Law Reform Act two times, the Assembly Leadership has failed to act on this important legislation or many of the most significant provisions that it contains.

Just imagine a family based community that would have 2 men’s shelters approved so close to where children are being raised. One of the harassing tenants said it. “If Parkchester wants you out they will get you out.” Why aren’t the board members visible? Why when NEW condominium owners try to put themselves on the ballot, they’re not even put on the ballot? Why isn’t harassment taken seriously by the 43rd and victims continued to get victimized, and discredited.
Get to know your neighbor and don’t listen to the people who just talk nonsense. If you hear something about a person go talk to the person they are talking about. To see if it true. There are people in this community who would rather turn a blind eye lie to real crimes and create false narratives to make people feel uncomfortable that they don’t like.
People lie and crimes that are happening are being hidden in Pandora’s box. I heard an elderly man say, maybe the reason why Parkchester workers act like that is because they might be scared too lose their jobs. You become a predator so you don’t lose your job. You only agree to being a predator if you are one. I would never ever condone rape apologists and predatory behavior and allow them to go home and live comfortable. While creating an unsafe environment. You’re going to be exposed too.
The way they harass me to get a reaction. They have connections with police and others. I wouldn’t conform. Instead they attack me and my children. Create confusion, lie, try to get me fired from my job, stalk me in and around the sounding neighborhoods. Any man who is apart of this is weak, scums of the earth. You need a bunch of goons to assist you because if I was to go toe to toe with you. You would crumble. This is why they have to rely on weak, leeches with nothing going for themselves but a badge and crackheads that would do anything for a dollar.
While they coddle and welcome with open arms predators!
If you live in Parkchester you are not alone this is what you do if you are being harassed by neighbors and workers.
Most of them lie and are very arrogant. The longer they work there the more cocky they become. That’s why you hear a lot of them say “I’ve been working for Parkchester for 30 years “blahh blahh. That’s why there are workers that threaten tenants because they are allowed too.
Document any issues and record the calls. New York is a one party state. You don’t have to tell them but it’s for your own protection. They like to drain you out with the long phone calls and delayed responses or not fixing the work properly.
Email is the best tool to contact management and anyone. Even if they don’t respond you will have a legal dialog of your attempt to get things done.
If you’re being harassed notify police even if they don’t do anything about it. Use the 311 website for noise complaints. Make sure to print it out or screen record your complaint because sometimes they will close it out with out going to the location. When calling DPS if you do it anonymously you can call back to get the job number and time stamp. It shows that they came to the location and what time. They will try to harass and bully you. Make sure you document it so if you have to file an HP action you can successfully.
Let me list some of the things that has been done to me in Parkchester.
Being harassed in the neighborhood, stores, by Parkchester workers and workers in the surrounding stores, Being harassed while working, cat calling by employees. I ignore them but that doesn’t work.. One day I decided to get his number to show him that I wasn’t interested. You’re doing this while you’re on the clock. This is proof that they have the confidence, to do the things that I said happen while on the job. They use their job as a cover up for predatory behavior. Who would approve this behavior but predators.
This same Parkchester employee told me all that “I don’t have a problem getting pu*** because he got a big di**.” Try to hint that he would proposition for sexual favors. Told me his friend that was there liked me too. Who was also a Parkchester worker. Don’t understand What he was trying to insinuate with that.
I had a correctional officer at the first encounter asking me to “kiss him” right in the middle of the street. I had to remain calm because it put me in a fight or flight mode. He proceeded to grab my hand I had to talk him down. Being a victim of sexual assault prior takes a toll on your mental health. I took his number down and engaged in conversation because I wanted to have proof this happened. When you’re dealing with law enforcement they have people that can silence you.
Just like the worker. I had people come up to me trying to befriend me makes and females. While I was working. Most of these men in Parkchester are married or had a girlfriend.
I had white pick up truck follow me and on one occasion a white male was Cat calling me being overly dramatic with it to draw attention. This was near E. Chester Rd when I was coming from a doctors appointment. Then I saw him in another occasion in Shop Rite doing the same thing. (A lot of veterans, postal workers shop there). Which lead another black older male to ask me for my number. This time he had company with him a Middle Eastern guy. I purposely dress in a certain way so I don’t get attention. I don’t seek out for it. The amount of attention made it seem like it was to get to know me so they can get information out of me or break me down emotionally. One thing for certain predators always have a pattern of behaviors. They don’t even realize it. People in law enforcement knows what I’m talking about. Profile.
It goes hand in hand because who wouldn’t listen to a person with status. This is how a tenet was able to make false accusations and using police to harass them. We are trained not to question people of authority. Society is programmed to believe them without a shadow of doubt . Even when they are wrong. If you have a person funding crackheads doing something, simple like act crazy or just approach a person. It wouldn’t be alarming enough to escalated to harassment and would be hard to prove as harassment. Especially if it’s different people and you don’t know the source or they don’t have any history with that person. When you have it continuously in the same locations same demographic. You start to realize a pattern and the source is evident. These tactics can turn people insane, develop addictions, develop medical issues create paranoid, mood swings etc. If you have people in the medical field assisting with this it can lead to false diagnosis and other things.
For example: I go to Walgreens and Im being harassed by pan handlers, and workers in Walgreens are deliberately taking long to give my an item that is locked up, then a person that is stalking me shows up at the location, then while I’m trying to shop, security is following me and making it obvious. Making me uncomfortable so I can say something, get distracted whatever the reason is. I pay, leave on my way home Parkchester workers are giving me dirty looks right there on time, whispering and leering, then I go home, the neighbors are banging on the walls and trying to blame you. You have DPS coming to your door. You file a complaint and it’s not even being logged in. You call 311 the police don’t even show up.
How do you catch a break? Then the cycle repeats on a daily basis at different locations in the surrounding area.
When I leave the area I’m not getting the same attention, response except for when I go to the hospital. What would that do to a person. Then when you try to escalate it to law enforcement, they say, oh they just working, or they live in the area so it’s not serious. What are you left to do? You document everyone you spoke too, take pictures, videos because the first thing they are going to say is you’re crazy. That’s their go too when they not even medical officials, Or you’re paranoid. I went to seek assistance in Montifiore for therapy and the therapist wanted me to quit my job instead of giving me or assisting me with the proper documentation so I can continue to work. Not only I’m being harassed but they are trying to financially keep me in a burden and not only that when I was on leave at work. The doctors in Montifiore didn’t want to sign my paperwork so I can’t get paid. While I had legit conditions. I can’t make this up. The therapist turned a therapy session into a work force one coaching sessions. Want me to find jobs to work at home while I told them I’m being harassed at home. She used to work for Parkchester and specialized geriatric patient. Another one who worked for “decades”.
All the people that collectively would do this has some type of connection in Parkchester. While this isn’t all of the incidents. It’s to show the lengths that these people would go too. Why me? I have a reason but over all don’t know. All these people who are involved I don’t know them. Clearly they invested in trying to destroy me.
Why I think one of my clients assisted in this, that lives in Parkchester. They worked in Parkchester perviously, was affiliated with Rikers Island, (the correction officer I met while working for my client) through their work, they have affiliations with veterans, and they boast about knowing Rick. This person would ask me personal questions like what school my kids go too and what my child pediatrician etc and always would want me to do extra work outside for them but they would always ask my around my doctors appointment time. Once I told this person my doctors information because this person act like they needed help with finding a new pediatrician.After that I started having problems with my child’s medical information.
Some of it I engage and some I didn’t because I needed to see if it’s a connection with Montifiore and Parkchester. This client would talk about how they don’t like what Parkchester management was doing but never attended the meeting and never reported it. You’re an owner, why are you telling me and not proactively doing what you need to do for you. Then this person would be hovering around my building. When I never saw this person before they became my client. Are you making things up to be friend me? to get close to my family and children. This might sound bizarre but at this point it was getting worse. People warned me to stay away from this person and try to engage in talking poorly about them. At the end of the day it’s still my client. I’m not like these people in Parkchester who play mind games. I listen and observe and stay quiet because they all do the same thing. Try to get you caught up in a lie.. discredit your character and play in your face. Stalk and harass you. Then to demand respect. The delusion. After a while I would throw, innuendos to see it they came back around and it did. Then I would see how they responded and act towards me.
Why this is very important to me because they are actively trying to destroy people lives including mine. Turn them into criminals. If I didn’t have the patience and knowledge. I would’ve been locked up in a mental institution or jailed.
Instead of these unhinged people leaving me alone. I had to take time out of my life instead of focusing on my business, family, finishing school, and get proper health care. I had to observe and document these predators. Then when you try to seek emergency assistance from places like catholic charities, they discredit how serious your complaint and urgency because you need a police report to validate your claims. While police is making excuses for these predators. According to this women who worked at catholic charities. Said I was trying to skip everyone else that was in-line. The level of egos that people have is outrageous. I had to continue to deal with the harassment till this day.
This petition is being shadow banned from the internet. I shared it in one location. Share this. I don’t care about the signatures to be honest. This is to bring awareness like others who had the courage to write a review. It help me to connect the dots and helped me to understand and pay it forward because I know first hand the levels of disgusting behaviors, that these people continue to be employed to do.
It was all fun and games until I found out who you are now when you see me I don’t see the smirks that came across your face. You thought I was always going to be quiet. While you made several attempts to harass me over the years and include others to join in with your game. After it was said to you to leave me alone. You have the other Parkchester predators doing the same thing taking your place. To discredit me. You started this Socrates and you should’ve left me alone. This whole thing is being exposed because of you. Now everyone can watch you and talk about you like you did me. You are a predator! Anyone who co-signed his behavior , is a predator apologist.
Also to the predators that have these random bums approach me having conversations about stealing, stop trying to throw innuendos that I stole things. Or that you have something on me. I would be arrested already. Sometimes things are said to see if it has a boomerang effect. To see if there is invasion of Privacy happening in my apartment. Which I know it is. Prove that I did it. Or miss me with the lies. I took one of the tenants who was lying to court to see if they showed up and they never did. The same one who wanted to gather all the neighbors together to make false accusations to bring to me to court. Which never happened because if I discuss the real reason why that neighbor had a problem with me. A lot of people would be very quiet and shocked. I know you guys got played you just don’t know it.
I hope you enjoyed the meals that neighbor was serving you. I’m not going to post for a while because the job that they wanted me to leave so bad I’m still employed at. I’m taking care of that and giving the time to my family especially my children that I couldn’t put my 100 percent into because of the negligence that occurred . The plans that we had to cancel because they try to “get me in my pockets” as one tenant said. I’m going to work on the things that matter to me the most. Will update when it’s time.
