                          Posez cet acte citoyen admirable :

Yo te konn rele l Pèl Antiy yo, men jodi a li pèdi tout cham li, li tounen on peyi an fayit, ravaje pa lamizè, ensekirite, gè sivil, grangou, maladi, katastwòf natirèl, san konte yon seri pouvwa tranzisyon youn dèyè lòt.

Dyaspora a estime a anviwon 6 milyon moun. Li soutni peyi a ekonomikman epi li ede soulaje popilasyon an gras ak transfè lajan ki rive jiska 3,8 milya dola ameriken, nan yon kontèks kote envestisman etranje yo ap bese e èd piblik yo ap diminye. Anplis, sou lajan sa yo, Leta ayisyen ranmase anviwon 154 milyon dola an frè, pou konpanse feblès finans piblik li yo.

Malgre dyaspora a se yon veritab kontribyab pou Leta ayisyen, li byen fòme, li gen yon gwo kapital ekonomik, sosyal ak kiltirèl, li toujou rete ekskli nan desizyon piblik yo ak nan pwosesis elektoral la. Pandan eleksyon 2015 ak 2016 yo, pa t gen okenn dispozisyon ki te pran pou pèmèt dyaspora a patisipe, ni atravè vòt pa korespondans, ni nan anbasad ak konsila yo. Pi ale pi lwen, leta pa janm bay dyaspora a dwa vòt ditou.

Men, sou prezidans René Préval, Palman an te vote yon pwojè amandman atik 13, 14 ak 15 Konstitisyon 1987 la. Sa te louvri pòt pou rekonèt dwa vòt dyaspora a, ki jodi a pa on pwoblèm legal ankò, men pito yon pwoblèm administratif ak lojistik.

Pou repare enjistis demokratik sa a, U.V.D (Inyon pou Dwa Vòt Dyaspora a) mande gouvènman ayisyen an, annabsans Palman an :

●     mete sou pye yon kad legal ki fonksyonèl, tankou yon lwa aplikasyon, pou rann patisipasyon politik dyaspora a posib e efikas nan eleksyon yo, sitou atravè reglemantasyon vòt a distans ;

●     delivre kat idantifikasyon nasyonal bay dyaspora ayisyèn nan ;

●     etabli pwosedi pou anrejistreman Ayisyen yo nan konsila ak anbasad yo.

Chè konpatriyòt, pou fòse gouvènman ayisyen an retabli egalite sitwayen yo devan bwat bilten yo, UVD lanse on apèl bay tout pèp ayisyen an pou siyen petisyon pou dwa vòt dyaspora a. Se Ayisyen kap viv Ayiti men nan men ak Ayisyen kap viv nan dyaspora a ki pou chanje Ayiti.

Poze bèl jès sitwayen sa a, se :
●     mande pou sitwayènte politik dyaspora a rekonèt ;

●     pèmèt eleksyon ki patisipatif e enklizif ;

●     plede pou dyaspora a pran plas li nan desizyon piblik yo ;

●     bay pwosesis elektoral la plis lejitimite lè nou ogmante to patisipasyon an, ki te fèb nan dènye eleksyon yo ;

●     ranfòse inite nasyonal ak prensip egalite ;

●     enspire nou nan bon pratik gouvènans elektoral peyi vwazen nou yo tankou Repiblik Dominikèn, Ekwatè, Kolonbi, Panama, elatriye, ki deja bay dyaspora yo dwa pou eli reprezantan yo nan eleksyon ;

●     ranfòse santiman apatenans nasyonal la ak lyen ki genyen ant dyaspora a ak sosyete ayisyèn nan.

Lè w siyen petisyon sa a, ou voye yon mesaj klè bay gouvènman ayisyen an ak patnè entènasyonal li yo : avni peyi nou pa ka ekri san dyaspora li.

                 Union for Diaspora Voting Rights

Petition: For the Voting Rights of the Haitian Diaspora

For several years now, our beautiful country, Haiti, has been facing an unprecedented, multifaceted crisis. Once known as the “Pearl of the Antilles,” it has today lost all its luster and has become a failed state, ravaged by poverty, insecurity, civil conflict, hunger, disease, and natural disasters, not to mention a succession of transitional governments.

In the face of this dire economic, political, and social situation, the political class—divided and deeply affected by corruption—has failed to establish strong institutional mechanisms capable of putting an end to the crisis or of neutralizing the criminal gangs that spread chaos and fear among the population.

Amid all this disorder, there is a small ray of hope: the Haitian diaspora. It represents the intellectual force the country has lost, now contributing to the development of other countries instead of Haiti. The diaspora is estimated at around 6 million people. It supports the country economically and helps alleviate the population’s hardship through remittances that amount to as much as 3.8 billion U.S. dollars, at a time when foreign investment is declining and public aid is shrinking. Moreover, from these funds, the Haitian government collects approximately 154 million U.S. dollars in fees to offset the weaknesses of its public finances.

Despite the fact that the diaspora is a major contributor to the Haitian state, is well educated, and possesses significant economic, social, and cultural capital, it remains excluded from public decision-making and from the electoral process. During the 2015 and 2016 elections, no measures were taken to allow the diaspora to participate, whether through mail-in voting or at embassies and consulates. Going even further, the state has never fully granted the diaspora the right to vote.

However, under the presidency of René Préval, Parliament passed a bill amending Articles 13, 14, and 15 of the 1987 Constitution. This opened the door to recognizing the diaspora’s right to vote, which today is no longer a legal issue, but rather an administrative and logistical one.

To correct this democratic injustice, UVD (Union for Diaspora Voting Rights) calls on the Haitian government, in the absence of Parliament, to:

●     establish a functional legal framework, such as implementing legislation, to make the political participation of the diaspora possible and effective in elections, particularly through the regulation of remote voting;

●     issue national identification cards to members of the Haitian diaspora;

●     establish procedures for registering Haitians at consulates and embassies.

Dear compatriots, to compel the Haitian government to restore equality among citizens at the ballot box, UVD is calling on all Haitian people to sign the petition for diaspora voting rights. It is Haitians living in Haiti, hand in hand with Haitians living in the diaspora, who will change Haiti.

Taking this meaningful civic action means:

●     demanding recognition of the diaspora’s political citizenship;

●     enabling participatory and inclusive elections;

●     advocating for the diaspora to take its rightful place in public decision-making;

●     increasing the legitimacy of the electoral process by boosting voter turnout, which was low in recent elections;

●     strengthening national unity and the principle of equality;

●     drawing inspiration from the good electoral governance practices of neighboring countries such as the Dominican Republic, Ecuador, Colombia, Panama, and others, which already grant their diasporas the right to elect representatives;

●     reinforcing the sense of national belonging and the ties between the diaspora and Haitian society.

By signing this petition, you send a clear message to the Haitian government and its international partners: the future of our country cannot be written without its diaspora.
