Los cubanos vuelven a tomar las calles para exigir sus derechos. Desde el estallido social del 11 de julio del 2021, la ciudadanía es consciente de la efectividad que tiene este método de manifestación pública para reclamarles a los funcionarios del gobierno demandas concretas, de las que no queda exceptuada la demanda fundamental de libertad. Eso queremos dejarlo claro: el pueblo de Cuba sabe cuál es el origen de sus males, sabe que para tener una vida digna y a largo plazo hay que sacar al régimen totalitario que lleva más de 63 años en el poder y construir todo de nuevo. Los catalizadores de las protestas en cada caso pueden ser diversos, pero hay que verlas todas como un proceso de rebelión constante que prende y se apaga, solo aparentemente, por la represión que no cesa.

La Dictadura tiene un sistema represivo que se ha perfeccionado por décadas y al que dedican mucho del dinero que entra al país. Las hileras de patrullas que se han visto en las calles estos días muestran la militarización extrema de las ciudades  cubanas y los recursos que se destinan a ello, lo que echa por tierra esa imagen lastimera que el régimen quiere vender al mundo para recaudar fondos.

Lo peor han sido los cortes de internet en el país completo por dos noches consecutivas, como mismo hicieron el 11 de julio. Algo tan represivo que impide la exposición de imágenes y vídeos en tiempo real de lo que sucede en los momentos climáticos de las protestas. A los que dicen que los cortes de internet no son suficiente indicador de represión, los animamos a que interpreten la realidad cubana como un todo, que incluye los más de 1000 presos políticos, entre ellos menores de edad, y el miedo de la gente a engrosar esa lista en cualquier momento, la inseguridad de las cárceles cubanas (un país que tiene una población penal per cápita de las más altas del mundo) donde se han documentado para Naciones Unidas numerosos casos de tortura, donde el sistema judicial (como todas las instituciones) está supeditado a la Seguridad del Estado, donde pueden detenerte arbitrariamente y devolverte al otro día o pasar más de un año en prisión sin juicio, donde incluso pueden aplicarte una prisión domiciliaria por meses sin que lo justifique ningún documento legal. No se puede banalizar estos cortes de internet ahora, o las desapariciones forzadas que se han reportado, ya que lo que se manifiesta es una violencia de Estado sistemática orientada a silenciar a la ciudadanía e imponerse por el terror. En este escenario los cortes de internet son la garantía que podrán reprimir impunemente a puertas cerradas. El gobierno cubano le está suprimiendo al pueblo la única plaza pública virtual que este tiene para manifestarse, para hablar, para reportar, para defenderse, para protegerse, para ejercer la Democracia que no tiene Cuba en la vida real.

Por la urgencia, hemos relatado brevemente la situación de la represión, pero pudiéramos hacer una lista igual de larga que prueba la corrupción del sistema y su ineficiente gestión económica. Y la causa no es el embargo, que es la carta de presentación con la que la dictadura cubana se presenta ante el mundo –un embargo que además permite desde 1992 la entrada al país de medicinas y alimentos–. 

Sostenemos que las sanciones son necesarias cuando se trata con un régimen totalitario que ha militarizado también la economía y que impone la violación de los derechos humanos en cada negociación comercial. Ojalá el mundo sancionara a la Dictadura de manera coordinada, sería una forma concreta y con miras a largo plazo de ayudar al pueblo de Cuba a librarse de sus opresores. 

Esta visión de conjunto es la que estamos demandando de las organizaciones internacionales, de los gobiernos democráticos y también de la prensa. Especialmente interpelamos a las agencias de prensa extranjera que aún están en Cuba para que salgan a la calle a cubrir las protestas y la represión, para que denuncien los intentos de coacción y las distintas vías por las que el régimen cubano bloquea su trabajo. Recientemente la prensa norteamericana ha dado realce al pedido de ayuda que Cuba ha hecho a Estados Unidos. Más allá del sensacionalismo que produce que la "intransigente" Cuba pida ayuda a su supuesto enemigo histórico, hacemos un llamado a comprender esta solicitud no como gesto de buena voluntad, sino como la desesperada acción de la dictadura para perpetuarse, una dictadura que tal vez esté ensayando formas menos soberbias hacia afuera, pero que hacia adentro muestra en este minuto su cara más cruel e irracional. Ayudar al régimen de La Habana seria como ayudar al régimen de Putin, ni más ni menos.

Insistimos que dar dinero a la dictadura ahora mismo es sumamente irresponsable. Es entregar recursos a un sistema que ni siquiera puede ser transparente con los datos de las víctimas generadas por su propia ineficiencia, como sucedió con los jóvenes muertos en el incendio de los supertanqueros de Matanzas. Rechazamos la agenda de aquellas organizaciones lobistas que se han convertido en cazadoras de desgracias en Cuba, encubriendo sus intereses pro engagement (con motivaciones económicas concretas) con supuestas intenciones humanitarias cuando ni siquiera se comunican con las organizaciones de la sociedad civil cubana, ni tienen entre sus prioridades la denuncia de las violaciones de derechos humanos en Cuba.

Como Ciudadanos Cubanos y Sociedad Civil Cubana, declaramos que no estamos de acuerdo con ningún tipo de oxigenación a la Dictadura cubana. Que entendemos, y podemos demostrar con datos y reflexiones, que un deshielo con Estados Unidos solo alargará la agonía del pueblo cubano y los perpetuará a ellos en el poder. De hecho, esos argumentos son lo que hemos llevado a los políticos norteamericanos, y también europeos, cada vez que hemos tenido la oportunidad y en casi todos los casos hemos advertido una tendencia a desoír o minimizar lo que exponemos, no solo desde el saber, sino desde la experiencia personal. En consecuencia, rechazamos que utilicen nuestro capital simbólico, como nueva generación de la disidencia, para avalar ningún acercamiento que pueda producirse en la sombra, desatendiendo la naturaleza totalitaria del régimen cubano y obviando a la Sociedad Civil Cubana. Lo único que podrían negociar es su salida inmediata del poder y nunca de espaldas a la ciudadanía.

Ayudar al régimen cubano no es ayudar al pueblo cubano. Ayudar al régimen cubano es ayudar a una dictadura a amordazar más al pueblo y a continuar expandiendo la violación de derechos humanos incluso fuera de sus fronteras. La Democracia en Cuba no podrá construirse con la dictadura en el poder. Para reconstruir nuestra nación necesitamos que el cambio sea real y sistémico. Y allí sí podremos reconstruir no solo el sistema eléctrico, sino toda la infraestructura y también las instituciones y el tejido social.

Puede parecer más lento pero será definitivo. Lenta ha sido esta larga noche de la Democracia en Cuba. Pero no será eterna.

Cubans take to the streets again to demand their rights. Since the social outbreak of July 11, 2021, citizens have been aware of the effectiveness of this method of public demonstration to demand specific demands from government officials, from which the fundamental demand for freedom is not exempt. We want to make that clear: the people of Cuba know the origin of their ills, they know that in order to have a dignified and long-term life, they must remove the totalitarian regime that has been in power for more than 63 years and build everything again. The catalysts of the protests in each case can be diverse, but they must all be seen as a process of constant rebellion that turns on and off, only apparently, due to the repression that does not stop.

The Dictatorship has a repressive system that has been perfected for decades and to which they dedicate much of the money that enters the country. The rows of patrol cars that have been seen in the streets these days show the extreme militarization of Cuban cities and the resources that are allocated to it, which destroys that pitiful image that the regime wants to sell to the world to raise funds.

The worst thing has been the internet cuts in the entire country for two consecutive nights, as they did on July 11. Something so repressive that it prevents the exposure of images and videos in real time of what happens in the climatic moments of the protests. To those who say that internet cuts are not a sufficient indicator of repression, we encourage you to interpret the Cuban reality as a whole, which includes the more than 1,000 political prisoners, including minors, and the people's fear of add to that list at any time, the insecurity of Cuban prisons (a country that has one of the highest prison population per capita in the world) where numerous cases of torture have been documented for the United Nations, where the judicial system (like all institutions) is subject to State Security, where they can arbitrarily arrest you and return you the next day or spend more than a year in prison without trial, where they can even apply a house arrest for months without any legal document justifying it. These internet outages cannot be trivialized now, or the forced disappearances that have been reported, since what is manifested is a systematic state violence aimed at silencing citizens and imposing itself through terror. In this scenario, internet outages are the guarantee that they will be able to repress behind closed doors with impunity. The Cuban government is suppressing the only virtual public square that the people have to demonstrate, to speak, to report, to defend themselves, to protect themselves, to exercise Democracy that Cuba does not have in real life.

Due to the urgency, we have briefly recounted the situation of repression, but we could make an equally long list that proves the corruption of the system and its inefficient economic management. And the cause is not the embargo, which is the cover letter with which the Cuban dictatorship presents itself to the world – an embargo that has also allowed medicine and food to enter the country since 1992.

We maintain that sanctions are necessary when dealing with a totalitarian regime that has also militarized the economy and imposes the violation of human rights in every commercial negotiation. We wish the world would sanction the Dictatorship in a coordinated manner, it would be a concrete way with a long-term view of helping the people of Cuba to get rid of their oppressors.

This overall vision is what we are demanding from international organizations, from democratic governments and also from the press. We especially appeal to the foreign press agencies that are still in Cuba so that they go out to the streets to cover the protests and the repression, so that they denounce the attempts at coercion and the different ways in which the Cuban regime blocks their work. Recently the US press has highlighted the request for help that Cuba has made to the United States. Beyond the sensationalism produced by the "intransigent" Cuba requesting help from its alleged historical enemy, we make a call to understand this request not as a gesture of goodwill, but as the desperate action of the dictatorship to perpetuate itself, a dictatorship that perhaps is rehearsing less arrogant forms towards the outside, but that towards the inside shows its cruelest and most irrational face at this minute. Helping the Havana regime would be like helping the Putin regime, no more, no less.

We insist that giving money to the dictatorship right now is highly irresponsible. It is giving resources to a system that cannot even be transparent with the data of the victims generated by its own inefficiency, as happened with the young people killed in the fire at the oil depot in Matanzas. We reject the agenda of lobbying organizations who have become hunters of misfortune in Cuba, covering up their pro-engagement interests (with specific economic motivations) with alleged humanitarian intentions when they do not even communicate with Cuban civil society organizations, nor do they have among their priorities the denunciation of the human rights violations in Cuba.

As Cuban Citizens and Cuban Civil Society, we declare that we do not agree with any type of oxygenation of the Cuban Dictatorship. That we understand, and we can demonstrate with data and reflections, that a thaw with the United States will only lengthen the agony of the Cuban people and perpetuate them in power. In fact, these arguments are what we have brought to North American and European politicians every time we have had the opportunity and in almost all cases we have noticed a tendency to ignore or minimize what we expose, not only from knowledge, but from personal experience. Consequently, we reject that they use our symbolic capital, as a new generation of dissidence, to endorse any rapprochement that may take place in the shadows, disregarding the totalitarian nature of the Cuban regime and ignoring Cuban Civil Society. The only thing they could negotiate is their immediate removal from power and never turn their backs on the citizens.

Helping the Cuban regime is not helping the Cuban people. Helping the Cuban regime is helping a dictatorship to muzzle the people even more and to continue expanding the violation of human rights even outside its borders. Democracy in Cuba cannot be built with the dictatorship in power. To rebuild our nation we need change to be real and systemic. And there we will be able to rebuild not only the electrical system, but the entire infrastructure and also the institutions and the social fabric.

It may seem slower but it will be definitive. Slow has been this long night of Democracy in Cuba, but it will not be eternal.
