The Issue

Canadian Positive People Network (CPPN) / Reseau Canadien Des Personnes Seropositives (RCPS) is an independent network for and by people living with HIV and HIV co-infections in Canada. We exist as a people’s network to represent the needs of all persons and communities affected by HIV and HIV co-infections. We are calling all Canadians living with HIV and HIV co-infections/co-morbidities, service providers, scientists, researchers, policy makers, elected officials, allies, and the general public to call on the political party leaders running at the upcoming Canadian Federal Election to make HIV a priority health issue in Canada, and to put people living with HIV as well as the community back to the forefront of the country's HIV movement to ensure the response is community-led and meets the needs of those infected with and affected by HIV. We ask that you kindly sign this petition to support our stance and share this with your networks to support our call of action.

An estimated 71,300 Canadians lived with HIV at the end of 2011, which represents an increase of 7,300 people (11%) since 2008. More than 30 years since the discovery of HIV, people living with HIV face immense stigma, discrimination, and various human rights violations. CPPN/RCPS was formed in June 2015 as an independent, collective voice of Canadians living with HIV and HIV co-infections/co-morbidities to hold the government, policy makers, scientists and researchers, service organizations, and the HIV sector accountable to their pledge to serve the communities infected and affected by HIV, and to ensure that we as people living with HIV and our needs are placed first and foremost in this country's HIV response.

The following is our Pre-Election Statement to the political party leaders for the upcoming Canadian Federal Election:

Our Needs:

Although the HIV epidemic has changed drastically over the past ten years, Canada’s national strategy on HIV/AIDS, Leading Together – Canada Takes Action on HIV/AIDS, was developed more than a decade ago. Meanwhile, funding support for HIV programs and services have not increased for the last 10 years, leading to cuts in programs and services for people living with HIV and overextending service organizations’ ability to provide quality care to people living with HIV. It’s time to put people living with HIV and the community back to the forefront of Canada’s HIV movement!

Our Ask:

As an independent, national network of people living with HIV and HIV co-infections in Canada, Canadian Positive People's Network (CPPN) / Réseau Canadien Des Personnes Séropositives (RCPS), we ask the candidates of the upcoming federal election and the incoming government to ensure HIV is a health priority in Canada, and that people living with HIV have a core and central role to guide and implement the directives of the Federal Initiative to Address HIV and AIDS in Canada and be included in the planning and execution of a new national strategy on HIV.

Our Recommended Plan of Action:

We believe our request can be fulfilled the political candidates at the upcoming federal election and the incoming government by committing to the following:

§  placing people living with HIV back at the forefront of Canada’s HIV response to ensure the needs, concerns, and grievances of the affected communities are met in an adequate and timely manner, and upholding the Greater Involvement of People Living with HIV/AIDS (GIPA) principle at every stage of the HIV response in Canada

§  providing funding assistance to CPPN/RCPS to facilitate an annual, independent caucus of people living with HIV, HIV co-infections and HIV co-morbidities where the community can freely vocalize their concerns and set priorities and recommendations for the government and organizations serving the affected community

§  ensuring the needs of people and communities affected by HIV, in particular members of the key affected population (Women, Youth, Aboriginal Peoples, Gay/Bi Men and MSM, Trans* People, People who Use/Inject Substances, Prisoners and Ex-Prisoners, Racialized Communities including Immigrants, Refugees and Non-Status Persons (IRNs), Sex Workers) are equitably addressed to ensure no one is left behind

§  providing CPPN/RCPS and the community of people living with HIV, HIV co-infections and HIV co-morbidities with meaningful and non-tokenistic and opportunities to participate in the development and consultation of HIV-related policies and funding guidelines

§  ensuring the incoming government and organizations serving people living with HIV act as equal partners with CPPN/RCPS and the community of people living with HIV, HIV co-infections, and HIV co-morbidities in Canada’s HIV response, and that the government and organizations serving the affected communities are held accountable to meeting the needs of the people and communities they serve

§  Supporting the Canadian HIV response to stay connected with the global HIV movement through facilitating CPPN/RCPS and the community of people living with HIV, HIV co-infections and HIV co-morbidities to engage in meaningful dialogue and the sharing of Canadian experiences and best practices with global partners

To truly achieve or exceed the UNAIDS 90-90-90 targets in Canada, the government and policy makers must work together with people living with HIV and the communities impacted by HIV, as well as AIDS service organizations, as equal partners. Without a genuine and non-tokenistic means for people living with HIV, HIV co-infections and HIV co-morbidities to become engaged at all levels of the HIV response in Canada and to provide the necessary feedback from the ground to the government and service organizations serving them, the promise of the Canadian government to address and reduce HIV/AIDS seems nothing but an empty promises.

In solidarity,

Canadian Positive People Network (CPPN) / Reseau Canadien Des Personnes Seropositives (RCPS)
