With the rise in fatal shootings of unarmed civilians, I propose that police officers use rubber bullets for their first three rounds in a magazine. Uniformed, patrolling officers, should be required to have at least three rubber rounds. This will reduce the amount of deadly forced used. This will also add more accountability to police officers. If more than three rounds are fired, the police officer will have to explain why it took a fourth deadly bullet for a routine interaction with a civilian.
