The perpetrator was caught but he is being indicated for only $300 USD fine with no imprisonment. This is South Korea where psychopathic animal torturers get a slap on the wrist. As long as South Korea continues to kill dogs for consumption, these type of barbaric and extremely cruel animal torture will continue! Although the current proposed amendment to the Animal Protection law does not include provisions to ban the dog and cat meat consumption, passing this legislation will get South Korea one step closer to the ending of dog meat cruelty.
