The Issue
We, the undersigned Warwick residents and supporters of Rocky Point State Park, urge the Warwick Planning Board to deny the proposed 14-unit duplex development at 445 Palmer Ave (Assessor’s Plat 379, Lot 62).
This property is located directly across from the Gateway entrances to Rocky Point State Park.
It abuts RI DEM State-owned park land and contains valuable open space, mature trees, wetlands, and wildlife habitat
.Approving this development would harm park access, pedestrian safety, scenic views, the character of the neighborhood, and the overall visitor experience. It would also conflict with the City of Warwick Comprehensive Plan, which emphasizes protecting and enhancing Rocky Point as a signature public open space.
We ask the Planning Board to deny the application and recommend that the City work with RI DEM to acquire or protect this land as park entrance open space.
The proposal seeks to subdivide the approximately 4-acre parcel (zoned Residence A-10) into 7
lots and construct one duplex per lot, totaling 14 residential units, along with associated private
infrastructure. This represents an over-intensive use of the property that requires extensive
waivers and variances. These directly conflict with the letter, spirit, and mandatory standards of
the City of Warwick Subdivision and Land Development Review Regulations (the “Regulations,”
adopted May 8, 2024). The Planning Board, acting as the Unified Development Review Board,
must make positive findings on all applicable standards in Section 3.01(a) before granting
approval. This proposal fails those standards and the strict criteria for waivers in Article VIII and
Section 14.06. I respectfully request that the Board deny the application.
Specifically, we urge the Board to consider that this proposal fails Section 3.01(a) by creating severe traffic conflict zones at a major public park gateway, destroying critical natural stormwater mitigation, and setting a dangerous precedent that undermines Warwick's Residence A-10 zoning integrity.

located at 65 Centerville Road, Warwick, RI, on Wednesday, June 10, 2026 beginning at 6:00 P.M.
