NEW PLANNING APPLICATION 20/01238/OUTMAJ

Hello, Bloor Homes submitted a new planning application pretty much the same as the previous one but with a newer date which will allow them to go to Appeal if required. Unfortunately, none of the objections from the old application will be considered for the new application. Therefore, please can I ask that you dig out your old planning objection letters from 19/02707/FUL, 18/00828/OUTMAJ and 18/00764/OUTMAJ (basically any you have sent) and attach them to an email asking for them to be considered as an objection letter for 20/01238/OUTMAJ. If you are unable to find them then please just send an email stating that you would like your previous objection points for 19/02707/FUL, 18/00828/OUTMAJ and 18/00764/OUTMAJ to be considered for 20/01238/OUTMAJ. - The Warren Road all-vehicular access was only introduced within the SPD stage as to be “explored” and is not contained within the West Berkshire Core Strategy Policy C3. No decision has been made on the suitability of the Warren Road all-vehicular access within the Core Strategy DPD/Local Plan. The SPD cannot be used to set new policy and therefore this planning application cannot rely upon this access being suitable and should be refused.
- The single road link to the other 3 site access roads will not be available for 6 years, until the bridge is built, resulting in up to 1000 houses using the Warren Road Access only.
- HGV construction traffic route will have to be found that does not pass through the hub of the Wash Common Community, a 20mph when flashing school zone and pass the front of Falkland and Park House School. A construction plan needs to be set and a limit to the HGVs, offering a route that does not travel through the local community, a high density area, with it’s many vulnerable pedestrians. An alternative route other than the Warren Road Access has to be decided prior to approval of this planning application.
- The Transport Assessment fails to consider the impact of the development on key pedestrian routes around the local schools and churches external to Sandleford.
- The supporting transport information fails to consider the transport environmental impacts of the development on sensitive receptors such as local schools and vulnerable road users, particularly associated with local schools.
- The historic hedgerow running along Public Footpath Newbury 5 features on the 1756/1761 John Rocque map of Berkshire. The public footpath should be retained along its current alignment which is of historic importance, due to its association with Sandleford Priory and it’s historic link to Warren Road. The trees and hedgerow also provides a significant skyline feature and visual green buffer at street level. Their loss would result in a detrimental impact on the character and appearance of the area. The proposed development would result in the loss of TPO’d, Veteran trees and threat to Ancient Woodland (building within exclusion zone around Ancient Woodland), the loss of which would fail to be outweighed by wholly exceptional reasons.
- This application does not comply with "NPPF Para 98. Planning policies and decisions should protect and enhance public rights of way and access, including taking opportunities to provide better facilities for users, for example by adding links to existing rights of way networks including National Trails.”
