UPDATE AND PLEA FOR NEW OBJECTION LETTER/EMAIL PLEASE - WARREN ROAD ACCESS

The members of the Wash Common Action Group would like to wish you all a very Happy New Year and thank you for your support with our campaign during 2016. We had a very positive end to 2016 with our campaign to stop the Warren Road Access and it looked like the Sandleford application was going to be rejected. The Developers were not supplying the correct information or agreeing to certain conditions that would allow the application to progress. It now seems that the determination date of Planning Application 15/02300/OUTMAJ has been postponed until 11 Feb 17 so we will see if the Developers can come up with the goods! We will continue to notify everyone of further developments regarding the Warren Road Access and ask for your continued support in our efforts to make our childrens' walk to school as safe as can possibly be. In the meantime, Bloor Homes have submitted another application 16/03309/OUTMAJ which does not include the Donnington New Homes element of the development. Our concern is that the Sandleford development should be considered as a whole. Throughout the Sandleford applications, local very relevant opinions have been largely ignored and neither the Developers or West Berkshire Council have embraced the concept of working with the local community to progress this development. By submitting this latest application it is felt that certain essential elements of Sandleford will not be considered and may be ignored or unable to be amended once this application is approved/development built. It may also have an impact on the level of CIL/S106 contributions from the Developer as the development is smaller. So, we are asking you once again to consider writing/emailing an objection letter to the Planning Department at West Berkshire Council by 20 Jan 17, as your previous objection letters will not be transferred to this recent application. Your objection letters help to prove that local residents are continuing to watch and do care what happens. This application is in clear contravention of the Supplementary Planning Document (as amended Mar 15) which states "S1. The Council requires proposals for the site to be brought forward by means of a single planning application for the site in order to achieve a comprehensive development and to ensure the timely provision of infrastructure, services, open space and other facilities in a properly co-ordinated fashion. By not including the A339 access road in this application, there will not be a specific haul route for the HGV traffic that is located away from Newbury College and the local schools during the lengthy construction period. The accuracy of the traffic models have been called in to question for the Sandleford Development as a whole (please refer to planning application no 15/02300/OUTMAJ). Without accurate traffic models, West Berkshire Council cannot approve this application. The predicted flow and numbers of cars is required to be accurately assessed by a reliable and trustworthy source and a full report (with no omissions) submitted. The surrounding local area is a heavily used pedestrian area and planning application 16/03309/OUTMAJ fails to consider the impact of the development on exterior local key pedestrian routes. There has been no road safety audit and non-motorised user audit for the above Planning Application. The Department of Transport: The Strategic Road Network and the Delivery of Sustainable Development states: "Where there would be physical changes to the network, schemes must be submitted to road safety, environmental and non-motorised user audit* procedures, as well as any other assessment appropriate to the proposed development. The Design Manual for Roads and Bridges sets out details of the Secretary of State's requirements for access, design and audit, with which proposals must conform. *Non-motorised user audit will consider the needs of pedestrians, cyclists and should give particular consideration to the needs of disabled people"
