5 lakhs of compensation and an inquiry - that's all we get?

As this twitter user (http://www.beingindian.com/news/womans-twitter-rant-on-govts-5-lakh-compensation-to-the-elphinstone-victims-is-infuriating) pointed out, 5 lakh per victim would only mean the government spent roughly one crore on the entire fiasco. And yet, that is hardly enough to get the family through maybe a year or two. Besides that, why is there no last date for inquiry? Is this deliberately left open ended so that we forget it in a few days?
