Petition to V.P. Kamala Harris for the Adoption of the Black Bill of Rights
The Issue
We are writing to you about a petition that began in 2020, originally intended for your consideration. Unfortunately, it did not reach your desk at that time. However, with President Biden's recent decision not to seek reelection and his endorsement of you as the presumptive candidate for the 2024 Presidential race, we see a renewed opportunity to bring this critical issue to the forefront.
The Black Bill of Rights consolidates various rights into a unified framework designed in partnership with the ACLU to empower black individuals and communities. Born from deep concerns over embedded inequities, it includes a Justice Declaration Document and Articles, which provide a 24-48 hour response period for families and communities in crisis.
This framework and the accompanying website not only addresses systemic disparities but also offers a strategic way for black Americans to bypass the current legal stalemates by providing a clear path for adoption and protection at the local level. It would ensure that the rights promised by our Constitution are realized for every black American, fostering a more just, equitable, and safe society.
We ask for your leadership in advocating for the Black Bill of Rights at the national level and encouraging its inclusion in state constitutions as a form of healing, solidarity, and reparations.

About the Creator of the Black Bill of Rights:
Jasper James is a renowned activist, thought leader, and creator of the Black Bill of Rights. With over two decades in social justice, Jasper James has led various movements and participated in peaceful protests worldwide. They have served on the Board of the ACLU, was President of the Women's March, and led the firm called to construct a community response from Black leaders after the tragic shooting of Stephon Clark, an unarmed Black man shot by Sacramento PD.
Jasper is also the founder of Social Justice as a Spiritual Practice (SJSP), a registered 501(c)(3) nonprofit organization and author of "A Practical Guide to Peaceful Protest." Born out of their vision, SJSP is the only religion to explicitly champion peaceful protest as a fundamental doctrine, potentially providing legal protection under the religious clause. Under James’ leadership, the organization has grown to be a digital sanctuary for peaceful protestors, offering both spiritual support and potential legal safeguards.
