Subject: Demand for Inquiry into TOHAS Placement Partner Organizations (PPOs) and Investigation into Transfer Out Contact Violations
We, the undersigned, are writing to express our deep concern about the Town of Hempstead Animal Shelter's (TOHAS) practices regarding Placement Partner Organizations (PPOs). We are requesting an immediate inquiry into all PPOs currently partnered with TOHAS and a thorough investigation into multiple allegations of violations of the Transfer Out Contract terms and conditions.
Our concerns stem from the following:
- Multiple Confirmed Violations: There have been confirmed violations of the Transfer Out Contract terms and conditions by PPOs receiving dogs from TOHAS.
- TOHAS Negligence in PPO Evaluation: We believe these violations are a direct result of TOHAS's negligence in properly evaluating PPOs before entrusting them with dogs, particularly those with behavioral issues.
- Public Safety at Risk: The transfer of behavioral dogs to inadequately equipped PPOs places members of the public at risk of dog bites and other injuries.
We demand the following actions from the Town of Hempstead Council:
- Immediate Inquiry into PPOs: Conduct a comprehensive inquiry into all current TOHAS PPOs to assess their ability to humanely house and care for dogs, with a particular focus on their experience and capacity for handling behavioral issues.
- Investigation into Transfer Out Contract Violations: Launch a full investigation into the reported violations of Transfer Out Contract terms and conditions. Hold accountable any PPOs found to be in violation and take appropriate disciplinary action, including termination of partnerships and reclaiming all animals transferred to PPO if necessary.
- Strengthened PPO Evaluation Process: Implement a stricter PPO evaluation process to ensure only qualified organizations with the necessary resources and expertise are entrusted with TOHAS dogs.
- Prioritization of Public Safety: Prioritize the safety of the public by ensuring dogs placed through PPOs are matched with appropriate partners who can provide them with a safe and responsible environment.
We believe that TOHAS has a responsibility to ensure the well-being of the animals in its care and to protect the safety of the public. The current situation, with confirmed violations and potential danger to the community, is unacceptable.
