Petition to Review Use of the Lupin Hill Baseball Complex

The Issue

PETITION TO REVIEW AGOURA PONY BASEBALL’s USE OF LUPIN HILL BASEBALL COMPLEX 

We understand that youth baseball league benefits our community. It gets the kids out of the house, teaches them teamwork, promotes patience and focus, and gets the entire family involved. We are not attempting to halt or cancel Agoura Pony Baseball!  

However, there are issues involving location, fire hazard, number of games, noise pollution and public nuisance that need to also be looked at, to make our neighborhood and families safe, and to allow the enjoyment of our homes.

Fire Hazard:

Our community is classified in a Very High Fire Hazard Severity Zone, highly susceptible to wildfires.

On game days, hundreds of cars and people intersect at a single, tiny school entrance. The Lupin Hill School parking lot is packed with cars, regularly parking in loading zones, no parking zones and fire zones. Once this small (and insufficient) parking lot is filled, cars park on both sides of Adamor Road and Parkmor Road creating an extremely congested area. With Adamor Road being the only ingress and egress to the fields, the constant flow traffic and lack of parking create a hazard which puts our families and homes at unnecessary risk.

Noise and Public/Private Nuisance:

In the Spring 2022 season, there were games almost 7 days a week… every evening, and every weekend with a few holiday exceptions. As many as 5 games were played simultaneously, with games held weekdays from 4pm to dusk and on both weekend days from 8am to dusk.  Neighbors directly behind the fields had no relief from the constant cheering and noise produced from as many as 29 games in a single day.   With bleachers less than 30 feet from property lines, the noise from these events is now louder than ever.  In the upcoming Fall 2022 season is scheduled to have fields being utilized for games and practices again 7 days a week. The frequency and intensity of noise pollution is an unbearable nuisance, and it interferes with the use and enjoyment of our properties.

We kindly request the Las Virgenes Unified School District, Agoura Pony Baseball, and the City of Calabasas to immediate review and remediate Agoura Pony Baseball’s use of the fields at Lupin Hill Elementary School regarding:

Fire Safety, Traffic, Parking and Noise Pollution /Public & Private Nuisance:

  1. Capacity of the Lupin Hill School parking lot, including uses of white zones, loading zones, fire lanes, etc.
  2. Overflow parking on Adamor Road and Parkmor Road 
  3. Traffic congestion
  4. Road Signage and parking regulations
  5. Assess field locations and spectator seating for noise pollution

Remedies:

  • Spread APB games to different locations:  Less games = less cars     Less spectators = less noise   There are many baseball fields in LVUSD and various city parks. Not all games and practices should be centered at Lupin Hill School.
  • Limit the number of games and practices allowed at Lupin Hill mid-week
  • Limit the number of games and practices allowed at Lupin Hill on weekends
  • Limit the number of games allowed at Lupin Hill to be played simultaneously
  • Allow more “buffer time” between games so parents and spectators can leave the parking area, generating vacated parking spots for the next games. 
  • Forbid parking on Adamor Road to lessen congestion and provide better access for fire vehicles if necessary
  • Restrict parking on Parkmor Road to the school side of the street 
  • Shuttle spectators to games from alternate designated parking areas during tournaments or other events when sufficient parking is not available.
  • Move Shetland and Pinto Fields to other facilities…these fields are directly adjacent to backyards and cause concentrated direct noise pollution to homes.  Less fields also help solve the fire safety/ parking/traffic congestion issues.     
  • Plant trees to offer shade and to further buffer noise pollution.

We, the undersigned, are residents of the Upper Malibu Canyon neighborhood, in Calabasas California.  We would like to express our concerns and complaints about the Agoura Pony Baseball league and their use of the fields located at Lupin Hill Elementary School.  The fire hazard caused by traffic and parking congestion, and noise pollution associated with Agoura Pony Baseball games and practices significantly impact the safety and enjoyment of our small community.

We are not trying to stop youth baseball or Agoura Pony Baseball!  We support them!

We are trying to find better solutions for both our neighborhood and Agoura Pony Baseball!
