I am contacting you alongside over 600 residents and supporters who have signed our petition to demand the immediate termination of all contracts with Flock Safety and the complete removal of ALPR/Flock AI surveillance cameras from Dare County and our local municipalities.
This automated dragnet subjects every resident, worker, and visitor to continuous, suspicionless tracking. Flock's AI tools allow footage to be queried for vehicles, pedestrians, clothing, physical traits, and human activity—violating our constitutional right to privacy under the Fourth Amendment to the U.S. Constitution and Article I, Section 20 of the North Carolina Constitution, which explicitly protects citizens against general warrants and unreasonable searches and seizures.
Compromises like policy tweaks or retention limits are not enough. On behalf of hundreds of concerned community members, we are calling on our local leadership to:
- Terminate all current contracts and agreements with Flock Safety immediately.
- Physically remove all Flock cameras and equipment from public property and rights-of-way.
- Ensure the complete deletion of all historical location and search data collected on residents and visitors.
