We need one volunteer per town. Can you file a records request where you live?

We need one volunteer per Dare County town — plus the Sheriff's Office — to file public records requests on license plate cameras.

Dare County's surveillance camera network isn't one system — it's separate contracts across our towns, plus a Sheriff's Office system with zero public transparency reporting. That patchwork means no single request gets the full picture. We need volunteers to file requests everywhere at once so we can compare answers and expose the gaps.

Confirmed camera systems, town by town:

• Duck PD: Flock Safety cameras since 2023, expanded to 14 cameras by 2025, four fixed roadway units confirmed
• Southern Shores PD: Confirmed Flock Safety cameras, self-installed system dating back to 2017 with expansions through 2022 — SSPD maintains its own public Flock camera information page and a dedicated public records request form; volunteers should submit the standard DeFlockILM template through southernshores-nc.gov's public records portal or via email to infopd@southernshores-nc.gov
• Nags Head PD: Flock Safety contract since 2023, 12 cameras at six locations, $43,800 first year
  Southern Shores PD: self-installed system since 2017, expanded through 2022 — current vendor unconfirmed
• Kitty Hawk PD: two LPR units at the Wright Memorial Bridge since 2020 — vendor unconfirmed, doesn't visually match current Flock camera styling
• Kill Devil Hills & Manteo: contracts exist but details aren't yet public — we need volunteers here too
  Dare County Sheriff's Office: appears to run Flock-style hardware but has no public transparency portal.

What we need each volunteer to do:

1.  Pick one town (or the Sheriff's Office) and commit to filing that agency's request.
2.  Use the North Carolina public-records request guide and template at deflockilm.org/how-to-request-flock-records-nc  (cites N.C. Gen. Stat. § 132-1 et seq., requires no stated reason)
3.  Send it to the correct custodian: your town's Police Department or Town Clerk, or the Dare County Sheriff's Office directly.
4.  Request the vendor name, make/model, contract, camera locations, retention policy, and any network-sharing agreements with other agencies.
5.  For Kitty Hawk specifically:  ask directly what make and model the two Wright Memorial Bridge cameras are, and whether they've been upgraded since 2020 — don't assume "Flock" in the question.

Send whatever comes back (or any refusal) to the group so we can compile a full county picture and use it at town council and county commissioner meetings.

Why this matters: Several towns show up on public Flock transparency maps — but Dare County's own Sheriff's Office system doesn't, despite what looks like the same Flock hardware. That's the kind of accountability gap a coordinated records push can close, and it's exactly what recently forced the City of Conroe, Texas to release camera records it tried to withhold.
