Petition to Protect Hoʻopiʻi Falls and Kapahi Road Community

The Issue

Aloha Kaua‘i,

We urgently need your help to address the growing safety and community issues caused by over-tourism at Hoʻopiʻi Falls and along Kapahi Road. This once-peaceful neighborhood is being overwhelmed by reckless visitor behavior, creating unsafe conditions for residents and disrupting our daily lives. We must act now to protect our community.

The Problems We Face Daily:

Illegal Parking: Cars block driveways, fire hydrants, and narrow residential roads, endangering children, pedestrians, and emergency vehicles.
Trespassing: Visitors ignore “No Trespassing” signs, entering private property and violating the safety and privacy of our families.
Environmental Damage: Trash, trampling, and misuse are harming the natural area, with residents left to clean up the damage.
Lack of Accountability: Visitors often treat our home like a public attraction, with little regard for the people who live here.
 

Our Requests for Action:

We are calling on the Kaua‘i County Council, Mayor Derek Kawakami, the Hawai‘i Department of Land and Natural Resources (DLNR), and the Hawai‘i Tourism Authority (HTA) to take immediate action by:

Implementing a Resident-Only Parking Program to ensure safe and clear roadways for local families and emergency responders.
Installing Clear and Respectful Signage to set boundaries and make it known this is a residential area, not a tourist destination.
Increasing Enforcement of parking violations and trespassing laws.
Restricting Tourism Promotion of Ho‘opi‘i Falls and redirecting traffic to areas better equipped to handle visitors.


Why This Matters:

Kapahi Road is a neighborhood. The daily disruptions caused by over-tourism — blocked driveways, trespassing, litter, and dangerous traffic — are placing real people at risk. Our families deserve peace, safety, and protection.

Our Demand:

We demand immediate action. Please sign and share this petition to make your voice heard. Together, we can create meaningful change for our community.

On behalf of myself, my ʻohana, our neighbors, and the wider Kaua‘i community, we respectfully urge you to sign this petition in support of immediate action.

We are specifically requesting the installation of appropriate signage that reflects the true nature of our neighborhood and addresses ongoing safety concerns. This includes, but is not limited to:

No Parking / Tow Away Zone signs
Resident Parking Only signs
Dead-End / No Outlet signage
Private Property – No Public Access signs
Trail Hours / No Access After Dark (if permitted)
Slow Down / Children at Play or Caution: Residential Area signs 

These signs would make a huge difference in reducing the illegal parking, trespassing, traffic congestion, and danger we experience daily. They are not just signs — they are protection, boundaries, and clarity for both residents and visitors.

Your signature would affirm your commitment to safeguarding our community and help move this forward with the County of Kaua‘i Department of Public Works and Permitting Division.
