If you care about Blouberg’s coastline, infrastructure, traffic congestion, water pressure, environmental protection, and lawful planning processes, now is the time to act.
This proposed development relies on very old building plans and seeks multiple departures and amendments that would significantly intensify the site. The community has serious concerns, including:
• Whether the old building plans are still legally valid
• Compliance with the City’s 100-metre coastal environmental restriction
• Compliance with NEMA and the absence of updated environmental assessments
• Wind tunnel effects and structural impacts on surrounding buildings
• Increased traffic and parking pressure in an already struggling area
• Existing municipal water pressure issues affecting high-rise buildings
• The scale and intensity of the departures being requested
• The cumulative impact on the character of the beachfront and neighbouring properties

Dear Sir / Madam,
1. Introduction
I hereby submit my formal objection to the proposed development, departures, and amendments relating to Erf 4470, Blouberg beachfront.
I am a concerned resident and/or community member and believe that the proposed development raises serious legal, environmental, and planning concerns that require careful consideration by the City before any approval is contemplated.
2. Validity of Existing Building Plans
The application appears to rely on historic building plans approved many years ago. Given the significant passage of time and the absence of substantial construction on site, there is legitimate concern as to whether these plans remain valid and can lawfully be relied upon as a basis for the current application.
3. Coastal and Environmental Compliance
Erf 4470 is located within close proximity to the coastline and falls within the City’s 100-metre coastal environmental restriction area. It is unclear whether the proposal complies with current environmental legislation, including the National Environmental Management Act (NEMA), or whether updated environmental assessments and authorisations have been obtained.
4. Wind, Structural and Amenity Impacts
A development of this scale raises concerns regarding wind tunnel effects, increased wind pressure, and potential impacts on neighbouring buildings during and after construction. These impacts do not appear to have been adequately assessed or mitigated.
5. Infrastructure Capacity and Water Pressure
The Blouberg beachfront area already experiences infrastructure challenges, including municipal water pressure issues affecting high-rise buildings. Further intensification of this site is likely to place additional strain on infrastructure that may not have sufficient capacity to support additional development.
6. Traffic and Parking Impacts
The proposed development will increase traffic volumes and parking demand in an area that already experiences congestion and limited parking availability. The cumulative impact on local roads, access, safety, and parking has not been sufficiently addressed.
7. Scale, Bulk and Departures
The extent and number of departures sought indicate over-intensification of the site. The combined effect of increased height, bulk, coverage, and reduced building lines is out of keeping with the surrounding area and creates an undesirable precedent along the beachfront.
8. Public Interest and Procedural Fairness
Given the sensitive coastal location and the scale of the proposed development, it is essential that the City ensures full compliance with all applicable planning and environmental legislation and meaningfully considers public objections before making any decision.
Conclusion and Relief Sought
For the reasons set out above, I respectfully request that the City refuse the application or require full compliance with current planning and environmental requirements, including any necessary reassessment and public participation processes, before any approval is considered.
