We would like to update supporters on the current status of the proposed development at Erf 4470, 1 Shell Road, Blouberg beachfront.

A new development application is currently under consideration by the City of Cape Town. This application seeks rezoning, permanent planning departures, amendments to title deed conditions, and approval to proceed with a significantly intensified residential development on this beachfront site.

Although building plans were approved many years ago, the site has remained largely undeveloped. The current proposal relies in part on historic approvals while also requesting extensive new development rights that must be assessed in terms of current planning, environmental, and infrastructure standards.

Key issues of concern to residents and community members include environmental and coastal sensitivity. Erf 4470 is located close to the coastline and within areas subject to coastal management controls. There is concern that the public has not been clearly informed how the proposed development complies with current coastal protection policies, environmental legislation, and the City’s 100-metre coastal management requirements.

There are also concerns regarding title deed restrictions. The property is subject to restrictive title deed conditions that limit how the land may be used and developed. The current application seeks to amend or remove these restrictions. Any such changes have long-term implications and must be properly motivated, lawfully processed, and subject to full public participation.

The scale and intensity of the proposed development are also a concern. The application requests multiple permanent departures relating to height, bulk, coverage and building lines. Taken together, these departures would allow a much larger and more intensive development than normally permitted, raising concerns about overdevelopment, visual impact, wind effects and precedent along the beachfront.

Infrastructure capacity is another key issue. Large residential developments place additional pressure on roads, parking, water pressure, sewer systems and emergency access. The surrounding area already experiences infrastructure constraints, and there is concern that these impacts have not been adequately addressed.

Finally, there are concerns about public participation and transparency. Residents believe it is essential that the City ensures meaningful public participation, full transparency, and proper consideration of public objections before any decision is taken.

This petition is not opposed to development in principle. It calls for lawful, transparent decision-making that respects environmental sensitivity, planning controls, and the rights of the community.

Supporters are encouraged to remain engaged, share this petition, and submit individual comments to the City within the public participation period so that community concerns are properly recorded and considered.
