Petition to Oppose Pencoed Ganol (Pendderi Road) Solar Station, Bynea, Llanelli

The Issue

We are the residents of Bynea, Llanelli, and concerned members of the surrounding community, united in our fight to protect our home, our livelihoods, and our cherished way of life. The proposed Pencoed Ganol (Pendderi Road) Solar Farm, a project by Windel Solar 11 Ltd (a subsidiary of Windel Energy and Recurrent Energy), threatens to transform 120 acres of fertile, productive farmland into a sprawling solar installation. While we support sustainable energy, this development comes at an unacceptable cost to our community’s heart and soul.

The solar farm endangers critical services and our community’s wellbeing.

  1. Glare from solar panels could impair the Wales Air Ambulance, risking lives by hindering emergency responses. 
  2. Brynteg Farm Wellbeing Sanctuary, the only facility of its kind in our area, faces closure due to land conflicts and noise pollution from solar panels and generators. This sanctuary is a lifeline for children with Additional Learning Needs (ALN), disabled children, schools, and MIND, offering therapeutic animal interactions and mental health support. Its loss would devastate vulnerable residents, leaving no local alternative for these essential services.
  3. Noise from the solar farm’s construction and operation will disrupt our peaceful, sub-urban environment, particularly affecting residents with hearing aids and sensory impairments, causing distress and sensory overload. Local wildlife, including sanctuary animals, will suffer from habitat disruption and stress. Once complete, the project will generate ongoing, high and low frequency noise from over 13 industrial inverters. This isn't a temporary inconvenience; it's a permanent assault on the peace and quiet of our neighborhood.
  4. Harm to Property Values: This industrial-scale project is proposed just a short distance from our homes. Due to its size and proximity, it will negatively impact property values, making it harder for residents to sell their homes. We've also been advised that house insurance premiums could increase by as much as 30%.
  5. Historical mining risks in the area raise serious safety concerns, as drilling could trigger subsidence or collapse, endangering lives and infrastructure.
  6. Increased traffic from heavy vehicles will clog our narrow roads, requiring disruptive modifications and posing safety risks.
  7. The loss of 120 acres of prime farmland threatens food security and our rural economy, while the visual and environmental impacts of the solar farm will degrade Bynea’s cherished landscape, lowering property values and causing financial losses for homeowners and businesses.
  8. No Community Benefit: The developers will surround the fields with a 3.1-kilometer-long fence, over 3 meters high, turning our open space into an enclosed industrial site. All the profits from this project will go back to Canada, providing absolutely no financial benefit to our local community.

We cannot stand by as our community’s health, safety, and heritage are sacrificed for profit. This e-petition calls on Planning and Environment Decisions Wales (PEDW) and Carmarthenshire County Council to reject the Pencoed Ganol (Pendderi Road) Solar Farm DNS application.
