He is a first time offender who was sentenced in Desoto County, Mississippi. McCay has been incarcerated a total of fifteen years.  He hasn't been in a single fight his entire 15 years of incarceration and his prison record will reflect no institutional violence. McCay   would be eligible for parole in the year of 2024 but current inclusions to his plea agreement requires him to have an in state residency which he never has. Mr McCay has accepted responsibility and showed cause that he deserves a second chance. This petition is to show cause that he has made a major impact as a teacher and tutor inside and out of the prison system and that he is of no significant threat to society and that his services could be of greater use on the outside than in.
