The Issue

WE, THE UNDERSIGNED RESIDENTS of Memphis, Tennessee—specifically representing the neighborhoods of South Memphis, Whitehaven, Boxtown, and Northaven—demand an immediate transition from industrial pollution to local energy sovereignty.

WHEREAS, the current xAI "Colossus" expansion relies on unpermitted methane turbines that
project $44M in annual health damages to our families; and WHEREAS, the Inflation Reduction Act (Section 48E) offers a 70% cash-back rebate for solar and battery storage in our specific Zip Codes; 38106, 38109, 38126, 38127  


WE CALL UPON THE CITY OF MEMPHIS TO:
1. CEASE the operation of unpermitted gas turbines at the xAI site.
2. IMPLEMENT the "Memphis Solar VPP" (Virtual Power Plant) model, providing Tesla Powerwalls
to 10,000 local households to lower utility bills by up to $800/year.
3. PROTECT the Memphis Sand Aquifer by requiring industrial cooling to use recycled
wastewater, not our drinking water.

● Deadline: We must apply by March 3, 2026, to get the full 20% "Low-Income" bonus.

Instead of "copy-pasting" illegal gas turbines, we implement the Memphis Solar Initiative architecture

● Infrastructure: Transition to Tesla Megablock 3 (20 MWh units) and Megapack 3
hardware

● Efficiency: Integrated with MLGW’s 2026 r2I (Renewal & Replacement) plan, utilizing
treated wastewater for thermal cooling to protect the Memphis Sand Aquifer

● Capacity: Scalable to the required 1.5 GW needed for Colossus II without the smog.

We leverage the IRA "Direct Pay" (Section 48E) stack to make the transition self-funding:


● 30% Base Credit (Investment Tax Credit)


● 10% Energy Community Bonus (Memphis Brownfield locations)


● 10% Domestic Content Bonus (Tesla Buffalo/Lathrop sourcing)


● 20% Low-Income Economic Benefit (Location-specific in 38126)    

 

RESULT: 70% of total capital expenditure is recouped in cash from the IRS which leads to energy savings per Memphian and a basis for the dream of universal basic income based on citizenship. This infrastructure serves as a foundation for a 'Citizenship Dividend'—where Memphis energy sovereignty provides a form of Universal Basic Income by eliminating utility burdens and returning energy profits to the people.
