Given the dire situation of North Korean refugees in China, who are being forcibly repatriated back to North Korea - a torture chamber, and

Given the grave situation of human rights in North Korea, unparalleled in the contemporary world, where crimes against humanity are everyday occurrence.

We hereby petition the Government of Canada and the Parliament of Canada, respectively as follows:

1. To the Government of Canada:

  - To work with the international community to put pressure on the government of the People's Republic of China to authorize the safe passage of North Korean refugees to South Korea, as stated in M-106 submitted by MP Peter Julian.

2. To the Parliament of Canada:

  - To legislate Human Rights in North Korea Act that would create the position of Special Envoy on Human Rights in North Korea, among others, whose mandate would include monitoring and reporting on the human rights situation in the Democratic People's Republic of Korea(North Korea), as outlined in M-94 submitted by MP Judy Sgro.

고문실이나 다름없는 북한으로 강제북송되고 있는 재중탈북민들의 절박한 처지를 고려할 때, 그리고 현대 세계에서 그 유례가 없는, 반인도범죄가 일상으로 자행되고 있는 북한의 심각한 인권상황을 고려할 때, 캐나다 정부와 의회에 각각 다음과 같이 청원합니다:

1. 캐나다 정부에게:

  - Peter Julian의원이 제출한 M-106에 언급된 바와 같이, 캐나다 정부는 국제사회와 함께, 중국정부가 재중 탈북민들의 안전한 남한행을 허용하도록 압력을 가해 주십시오. 

2. 캐나다 의회에게:

  - Judy Sgro 의원이 제출한 M-94에 그 윤곽을 밝혔듯이, 캐나다 의회는 북한인권 상황을 감시. 보고하는 북한인권특별보고관 임명 등을 포함한 북한인권법을 제정해 주십시오.
