The Issue

We, the undersigned, call on the United States Congress to enact immediate and decisive legislation to protect American citizens from the unconstitutional and malicious abuses of Community-Oriented Policing (COP) programs funded by the Department of Justice. These programs, intended to foster community safety, have instead subjected countless Americans, including myself, to systemic violations of our civil and constitutional rights, with no recourse for justice or remedy.
As a victim of COP, I have endured relentless targeting by law enforcement, judicial systems, and state actors at local and state levels. COP operates with alarming similarities to the discredited FBI COINTELPRO program, employing tactics such as deceit, smear campaigns, rumors, and harassment to isolate and silence targeted individuals. Thousands of Americans face this Orwellian reality daily, stripped of due process, equal protection under the law, and their inalienable rights to life, liberty, and the pursuit of happiness.
Victims of COP are denied housing, employment, and basic human dignity. When we attempt to seek redress, we are gaslighted, marginalized, and further punished by those entrusted with public service. This taxpayer-funded program operates without transparency, accountability, or a formal grievance process, allowing abuses to persist unchecked. Once targeted, individuals are marked for life, with no path to challenge or end the harassment. Tragically, for some, the only escape is leaving the country or succumbing to the unrelenting pressure.
This must end now. No American should live in fear of their government or be forced to flee their homeland to reclaim their dignity. We demand Congress take immediate action to:
Establish a Transparent Grievance Process: Create a clear, accessible mechanism for citizens to file complaints, request information about their targeting, and seek remedies to halt COP abuses.
Enact Protective Legislation: Pass a federal law safeguarding citizens from malicious, unconstitutional acts under COP programs, ensuring accountability for those who perpetrate or enable these violations.
Authorize Agency Tort Claims: Allow targeted individuals to file claims for damages caused by COP operatives, holding state actors liable for their actions.
Mandate Oversight and Accountability: Require the Department of Justice to implement strict oversight of COP programs, ensuring compliance with constitutional protections and ending practices that mirror COINTELPRO.
The United States is a nation of laws, yet COP undermines the very principles of justice and equality it claims to uphold. We, the targeted citizens of America, implore our elected representatives to restore our voices, dignity, and fundamental rights. No more lives should be destroyed by this unchecked program. We urge Congress to act swiftly to protect its citizens and uphold the Constitution.
