We, the undersigned individuals, wish to bring attention to a pressing issue that has raised concern about the rights and safety of the pets that live on or near Morning Star Road in Appomattox County. There is significant concern about how a specific individual, Wesley Baldwin, utilizes his right to shoot dogs on sight when they threaten his livestock. There are valid concerns that on the day he shot and killed Jacob Eagle’s companion, Fancy, that she was not actively threatening his chickens, and it’s uncertain whether she was even on his property at the time she was killed, considering the hole in her collar suggests she may have been dragged somewhere to be shot and animal control confirmed there were no signs of his dog being near the chickens and that there were no dead chickens or blood. Jacob was made aware about the earlier occurrence in which his dog attacked and killed some of their chickens, for which he provided financial compensation to the owners. However, there has been no proof of Fancy endangering the chickens since the previous matter that was handled.

Several other individuals, who also live on or near Morning Star Road, have also reported that Wesley Baldwin shot and killed their dogs, which were not posing any threat to his livestock. 

According to existing laws, individuals do have the right to kill a dog on site when they perceive a threat to their livestock or poultry.

It is acknowledged that Appomattox County does not have a leash law.

The law also stipulates that free-roaming of chickens is prohibited, necessitating proper fencing and containment as a standard practice for poultry care. If community members are failing to adhere to these standards, the onus cannot be placed solely on the dogs that are acting on their natural instincts. 

The primary concern is that Wesley Baldwin is misusing his "right" to kill dogs on sight. Reports from other neighbors about their dogs being killed when they weren't on his property or they were shot due to being mistaken for a coyote—heighten concerns about Wesley's motives for his actions.
