Petition for Free Water in Regina

Target: City of Regina Council

Why This Is Important: Access to clean, affordable water is a fundamental human right. In

Regina, water utility costs place an undue burden on low-income families and contribute to

financial hardship. Making city water free would improve public health, reduce poverty, and

promote equity for all residents. This initiative would align Regina with a vision of a

compassionate and sustainable city, ensuring no resident is denied essential water due to

inability to pay.

The City of Regina's current water utility operates on a full cost-recovery model, with

significant investments in infrastructure upgrades. While these costs are real, alternative

funding models could be explored to alleviate the burden on individual households, such

as reallocating existing budget surpluses, exploring provincial or federal grants, or

implementing a progressive tax system to cover water infrastructure and operational

costs.

We, the undersigned, urge the City of Regina Council to explore and implement a plan to

provide free city water to all residents.
