The Issue

Petition for a New Public Beach Access at the South End of Topsail Reefs
To the North Topsail Beach Board of Aldermen

We, the undersigned residents, property owners, and supporters of North Topsail Beach, request that the Town establish a new ADA‑compliant public beach access at the south end of the Topsail Reefs condominiums. This is one of the most densely populated areas in the town, yet it is served by only one access point (BA‑46), creating avoidable safety risks and inequitable access.

Why This Access Is Needed
Public Safety Hundreds of units and a long stretch of shoreline depend on a single access point. During medical, fire, and rescue emergencies, this bottleneck slows response times and increases risk. A second access point would significantly improve emergency access.

Equity & Accessibility This high‑density area relies on one congested, difficult‑to‑navigate access that is not fully accessible to people with mobility challenges. A second access would reduce barriers and create an opportunity for true ADA‑compliant access.

Town Responsibility If voluntary negotiation with the property owner is unsuccessful, we ask the Board to consider all available legal tools to secure safe, equitable public access in this critical location.

Our Request
We urge the Town to formally establish a new public beach access at the south end of Topsail Reefs to improve safety, support shoreline management, and ensure fair access for all.
