A Citizens’ Partnership for Restoration and Responsibility

The Bharalu River is a shared heritage of Guwahati and Assam. It belongs to all of us : citizens, communities, institutions and future generations.
We recognise that efforts and plans are already underway by government authorities and other stakeholders to address the challenges facing the Bharalu. We welcome these initiatives and believe that lasting restoration can only happen when citizens and government work together with a common purpose.
This petition is not about blame. It is about partnership.
We, the citizens of Guwahati, commit to becoming responsible guardians of our environment.
By signing this petition, we pledge to:
✓ Practise responsible waste disposal and never contribute to pollution of our waterways.
✓ Educate our families, neighbours and communities about protecting the Bharalu.
✓ Respectfully remind and encourage people when we see littering or irresponsible disposal of waste.
✓ Promote better civic habits among children, youth and communities.
✓ Support government and community efforts towards a cleaner Bharalu.
At the same time, we respectfully request the Government of Assam and relevant authorities to continue strengthening the Bharalu restoration efforts through:
A clear and transparent restoration roadmap.
Effective management of sewage and waste entering the river.
Regular monitoring and public communication of progress.
Continued collaboration with citizens, experts, institutions and community groups.
Our Shared Commitment
A river cannot be restored by one group alone.
The government has the responsibility to provide the necessary systems, infrastructure, planning and leadership required for long-term restoration.
Citizens also have a responsibility : to respect, protect and support these efforts by practising better civic habits and caring for the environment around us.
We take pride in keeping our homes beautiful, clean and modern. But our river is also part of our home. It has supported our land and communities for generations and existed long before us. Should we not care for it with the same respect and attention?
Pollution is a growing concern, and protecting our surroundings is also protecting ourselves and our families.
Pollution that enters our rivers does not simply disappear. Harmful waste and leachates can seep into our soil, groundwater and the natural resources that sustain our communities.
These pollutants may introduce harmful substances, including potential carcinogens, into our environment. What affects our rivers, soil and water systems can ultimately affect the health, wellbeing and future of the people who depend on them.
Are we taking action today, or are we waiting to become another statistic tomorrow?
A cleaner Bharalu is not only about restoring a river ; it is about protecting our own health, our surroundings and the future we leave behind.

Our Goal
We aim to collect:
10,000 citizen signatures from people who believe that positive change comes through shared responsibility.
Our Vision
On 26 September 2027 — World River Day, we hope to celebrate a united commitment where citizens and government stand together for the restoration of the Bharalu River.
This is when citizen signatures and commitments will be presented to the relevant authorities as a public call for partnership and action.
