Summary: An investigation has exposed a disturbing underground network where puppies are transported in appalling conditions from Midwest puppy mills to California. Despite the state's 2017 law prohibiting the sale of non-rescue dogs in pet stores, this cruel practice continues, with resellers skirting regulations to supply sick, mistreated puppies to stores and consumers.

In one case, 50 puppies were found in cages inside a 95-degree garage, suffering from the heat and filth. Violators face minimal fines and rarely face justice, while the dogs endure unimaginable cruelty.

What we demand:

• Enforce existing laws to prevent the sale of commercially bred dogs disguised as rescues.
• Close legal loopholes that allow the underground puppy trade to continue.
• Severely punish violators with higher fines, criminal charges, and mandatory restitution for harmed animals.
• Increase transparency by requiring public access to animal transport certificates.
• Support local shelters to ensure they are funded to handle the influx of abandoned pets.
