The Issue

To: The Government of Morocco, Local Authorities, and the International Community

We, the undersigned, express our grave concern over reports that Morocco plans to euthanize 3 million stray dogs in preparation for hosting the FIFA World Cup 2030. Such an act would not only result in immense suffering for countless animals but also tarnish Morocco’s reputation on the global stage.

While we understand the importance of ensuring public safety and creating a welcoming environment for the World Cup, mass extermination is neither a humane nor effective solution. Alternative measures, such as implementing widespread spay/neuter programs, promoting adoption, and investing in community education about animal welfare, have proven successful in many countries facing similar challenges.

Morocco has an opportunity to demonstrate compassion and leadership by addressing the stray dog population with humane, sustainable methods. By doing so, the country can inspire the world and show that the FIFA World Cup 2030 is not just a celebration of sport but also of ethical values.

We urge the Moroccan government to:

Halt any plans for mass euthanasia of stray dogs.
Implement humane and effective measures to manage the stray population, such as spay/neuter programs, vaccination campaigns, and adoption initiatives.
Collaborate with local and international animal welfare organizations to develop a long-term solution.
The world is watching. Let us unite for a World Cup that celebrates not only the beautiful game but also our shared humanity and respect for all living beings.

Sign this petition and stand with us against animal cruelty!

Sincerely,
Pure Animal Lovers PAL Welfare Foundation
