Petizione internazionale per la partecipazione consapevole degli spettatori al Motorsport.

FIA, federazioni nazionali di Motorsport e affiliate FIA, organizzatori di eventi motoristici, istituzioni governative e enti regolatori internazionali.

 

Oggetto:

Semplificazione della partecipazione degli spettatori agli eventi motoristici, promuovendo la responsabilità personale e la consapevolezza dei rischi, e sollevando gli organizzatori dell'evento e l'evento stesso da ogni responsabilità in caso di incidenti, feriti o decessi avvenuti a seguito di comportamenti irresponsabili da parte degli spettatori.

 

Testo della petizione:

Noi, appassionati e operatori del Motorsport, chiediamo che gli spettatori possano assistere agli eventi motoristici a proprio rischio e pericolo, mediante una liberatoria, senza essere ostacolati da eccessive procedure burocratiche con conseguenze deleterie.

Il Motorsport è intrinsecamente pericoloso, lo sanno bene piloti, organizzatori e tecnici, la sicurezza totale del 100% in questo sport e nella Mobilità di tutti i giorni, in generale, non ci sarà mai: troppe variabili impossibili da prevedere e arginare con regolamenti, tecnologie e altre azioni, e su questo ritengo bisogna essere onesti. Tuttavia, partecipare come spettatore è una scelta libera, non obbligata da nessuno e dovrebbe essere consapevole, come lo è per piloti, organizzatori e tecnici; purtroppo, ad oggi non tutti gli spettatori agiscono con questa consapevolezza. Chi decide di assistere a una gara dovrebbe poterlo fare in sicurezza, senza essere però vincolato da regole e restrizioni che rischiano di snaturare questo sport e allontanare il pubblico.

Per questo riteniamo più utile investire in informazione chiara per gli spettatori, affinché comprendano i rischi e adottino comportamenti responsabili, piuttosto che affidarsi a commissioni esterne di vigilanza sulla sicurezza e/o regolamenti eccessivamente restrittivi.

Questa petizione non intende in alcun modo invitare a ignorare le disposizioni del comitato organizzatore: chi non le rispetta mette in pericolo sé stesso e gli altri. Tuttavia, chiediamo che sia riconosciuta la responsabilità personale dello spettatore attraverso una liberatoria, alla stregua di un pilota, come unica soluzione sensata e ragionevole.

Non si può continuare con i ricatti da parte delle istituzioni che, a causa di alcuni spettatori irresponsabili, minacciano di cancellare eventi. Gli ultimi casi riguardano la Cronoscalata Pedavena-Croce d’Aune e il Rallylegend di San Marino:

La prima ha introdotto regolamenti sulle zone riservate al pubblico troppo restrittivi a seguito di un incidente avvenuto nell'edizione del 2024 causato da uno spettatore poco responsabile, trasportato in ospedale, attirando critiche nella edizione del 2025 perché tali restrizioni impediscono di assistere alla gara in modo appassionato, partecipativo e proporzionato in termini di rischio-sicurezza.
Per quanto riguarda il Rallylegend di San Marino, le istituzioni minacciano di non concedere più l’evento se nel 2026 si verificheranno disordini simili all’edizione 2025: un ricatto evidente, certamente non corretto e antidemocratico nei confronti di chi rispetta le norme di sicurezza stabilite dall’organizzazione.

Tali ricatti risultano inoltre incoerenti se confrontati con altri sport. Nel calcio, ad esempio, nonostante scontri tra tifoserie e ultras che hanno portato anche a morti, feriti e spesso a disordini nelle città ospitanti le partite, non si è mai deciso di non concedere più le partite tra le Squadre coinvolte; si è al massimo provveduto a allontanare o vietare l’accesso agli stadi ai tifosi problematici, ci chiediamo quindi cosa abbia il calcio di diverso rispetto al Motorsport sotto questo punto di vista: esistono per caso sport di Serie A e sport di Serie B? Centra per caso l'appeal dei due sport? Uno genera più introito di un altro? Uno è ritenuto eco-friendly e l'altro no (qui si potrebbe discuterne ampiamente)? Non riteniamo siano argomentazioni valide e coerenti circa il tema della petizione per giustificare una disparita sui metri di giudizio tra i due sport. 

Riteniamo casomai le soluzioni del calcio in merito ai tifosi problematici giuste anche per il Motorsport, affiancate alla liberatoria e al ripristino di un equilibrio proporzionato tra sicurezza e zone vietate al pubblico che chiediamo.

 

Speriamo vivamente che il Motorsport possa tornare a vivere nella sua essenza originale, adattata ai nostri tempi e alla passione autentica che ha sempre contraddistinto questo sport.

Internationale Petition für die bewusste Teilnahme von Zuschauern am Motorsport

Betreff:

Vereinfachung der Teilnahme von Zuschauern an Motorsportveranstaltungen, Förderung der persönlichen Verantwortung und des Risikobewusstseins sowie Entlastung der Veranstalter und der Veranstaltung selbst von jeglicher Verantwortung im Falle von Unfällen, Verletzungen oder Todesfällen, die durch unverantwortliches Verhalten von Zuschauern entstehen.

 

Petitionstext:

Wir, Motorsportbegeisterte und Praktiker, fordern, dass Zuschauer Motorsportveranstaltungen auf eigenes Risiko besuchen können, mittels einer Freistellungserklärung, ohne durch übermäßige bürokratische Verfahren mit nachteiligen Folgen behindert zu werden.

Motorsport ist von Natur aus gefährlich. Das wissen Fahrer, Veranstalter und Techniker nur zu gut. Eine hundertprozentige Sicherheit, sowohl im Motorsport als auch im alltäglichen Verkehr, wird es nie geben, da zu viele Variablen weder durch Regelungen noch durch Technologien oder andere Maßnahmen vollständig vorhersehbar oder kontrollierbar sind. In diesem Punkt müssen wir ehrlich sein. Dennoch ist die Teilnahme als Zuschauer eine freie Entscheidung, die von niemandem aufgezwungen wird, und sollte ebenso bewusst erfolgen wie bei Fahrern, Veranstaltern und Technikern. Leider handeln nicht alle Zuschauer bisher entsprechend verantwortungsbewusst. Wer sich entscheidet, ein Rennen zu verfolgen, sollte dies sicher tun können, ohne durch Regeln oder Einschränkungen behindert zu werden, die diesen Sport entstellen und das Publikum abschrecken.

Wir halten es für sinnvoller, in klare Informationen für Zuschauer zu investieren, damit sie die Risiken verstehen und verantwortungsbewusst handeln, anstatt sich auf externe Sicherheitskommissionen oder übermäßig restriktive Vorschriften zu verlassen.

Diese Petition soll in keiner Weise dazu aufrufen, die Anordnungen des Organisationskomitees zu ignorieren. Wer diese missachtet, gefährdet sich selbst und andere. Wir fordern jedoch, dass die persönliche Verantwortung der Zuschauer durch eine Freistellungserklärung anerkannt wird, ähnlich wie bei den Fahrern, als einzige vernünftige und logische Lösung.

Es kann nicht weiter toleriert werden, dass Institutionen Drohungen aussprechen und Veranstaltungen aufgrund einiger unverantwortlicher Zuschauer absagen. Zuletzt betrifft dies der Bergrennen  Pedavena-Croce d’Aune in Italien, bei der 2024 edition ein Unfall durch einen unverantwortlichen Zuschauer verursacht wurde, der ins Krankenhaus gebracht werden musste. Infolgedessen wurden zu restriktive Regelungen für Zuschauerbereiche eingeführt, die 2025 Kritik hervorriefen, weil sie eine leidenschaftliche, partizipative und verhältnismäßige Zuschauererfahrung im Hinblick auf Risiko und Sicherheit verhinderten.

Ähnlich verhält es sich beim Rallylegend von San Marino, bei dem Institutionen drohen, die Veranstaltung nicht mehr zu genehmigen, falls sich 2026 ähnliche Unruhen wie 2025 ereignen sollten. Dies ist eine offensichtliche Drohung, weder korrekt noch demokratisch gegenüber jenen, die die vom Veranstalter festgelegten Sicherheitsregeln einhalten.

Solche Drohungen erscheinen zudem inkonsequent im Vergleich zu anderen Sportarten. Im Fußball zum Beispiel, trotz Auseinandersetzungen zwischen Fangruppen und Ultras, die zu Todesfällen, Verletzungen und oft zu Unruhen in den Austragungsorten führten, wurden Spiele zwischen den beteiligten Mannschaften niemals abgesagt. Höchstens wurden problematische Fans entfernt oder der Zutritt zu Stadien verweigert. Wir fragen uns daher, was Fußball in dieser Hinsicht vom Motorsport unterscheidet. Gibt es „Bundesliga“ und „2. Bundesliga“ Sportarten? Spielt die Attraktivität einer Sportart eine Rolle? Generiert die eine mehr Einnahmen als die andere? Wird die eine als umweltfreundlich angesehen und die andere nicht (zu diesem Thema könnte ausführlich diskutiert werden)? Wir halten diese Argumente nicht für gültig oder kohärent, um Unterschiede in der Behandlung der beiden Sportarten in Bezug auf das in dieser Petition behandelte Thema zu rechtfertigen.

Wir sind der Ansicht, dass die Lösungen des Fußballs für problematische Fans auch im Motorsport angewendet werden können, zusammen mit der Freistellungserklärung und der Wiederherstellung eines verhältnismäßigen Gleichgewichts zwischen Sicherheit und für Zuschauer gesperrten Bereichen, wie von uns gefordert.

 

Wir hoffen aufrichtig, dass der Motorsport wieder in seiner ursprünglichen Essenz leben kann, angepasst an unsere Zeit, aber mit der authentischen Leidenschaft, die diesen Sport stets ausgezeichnet hat.

International Petition for the Conscious Participation of Spectators in Motorsport

Subject:

Simplifying spectator participation in motorsport events, promoting personal responsibility and risk awareness, and relieving event organizers and the event itself of any liability in the case of accidents, injuries, or deaths resulting from irresponsible spectator behavior.

 

Text of the petition:

We, motorsport enthusiasts and professionals, request that spectators be allowed to attend motorsport events at their own risk, through a waiver, without being hindered by excessive bureaucratic procedures that have detrimental consequences.

Motorsport is inherently dangerous, as drivers, organizers, and technicians know well. Total, 100% safety in this sport, and in everyday mobility in general, will never exist: there are too many variables impossible to predict or control with regulations, technologies, or other measures, and we must be honest about this. However, attending as a spectator is a free choice, not imposed by anyone, and should be conscious, just as it is for drivers, organizers, and technicians. Unfortunately, not all spectators currently act with this awareness. Those who choose to attend a race should be able to do so safely, without being bound by rules and restrictions that risk distorting the sport and driving away the audience.

For this reason, we consider it more useful to invest in clear information for spectators, so that they understand the risks and adopt responsible behaviors, rather than relying on external safety committees or excessively restrictive regulations.

This petition in no way intends to encourage ignoring the instructions of the organizing committee: those who do not follow them endanger themselves and others. However, we request that personal responsibility of the spectator be recognized through a waiver, just like a driver, as the only sensible and reasonable solution.

We cannot continue to accept blackmail from institutions that threaten to cancel events due to a few irresponsible spectators. Recent cases involve the Pedavena-Croce d’Aune Hill Climb in Italy and the Rallylegend of San Marino.

The first introduced overly restrictive regulations for public areas following an incident in the 2024 edition caused by an irresponsible spectator who was hospitalized, drawing criticism in the 2025 edition because these restrictions prevent spectators from enjoying the race in a passionate, participatory, and proportionate manner in terms of risk and safety.

Regarding the Rallylegend of San Marino, institutions have threatened not to grant the event if similar disturbances to those in 2025 occur in 2026: an obvious blackmail, certainly neither correct nor democratic towards those who comply with the safety rules established by the organizers.

Such blackmail is also inconsistent when compared to other sports. In football, for example, despite clashes between fans and ultras that have led to deaths, injuries, and often disturbances in the cities hosting matches, games between the involved teams have never been canceled; at most, problematic fans were removed or banned from stadiums. We therefore ask what makes football different from motorsport in this regard: are there “Premier League” and “EFL Championship” sports? Does the appeal of the sport matter? Does one generate more revenue than the other? Is one considered eco-friendly and the other not (which could be discussed extensively)? We do not consider these arguments valid or consistent to justify disparities in treatment between the two sports regarding the subject addressed in this petition.

We believe that the football solutions regarding problematic fans are appropriate for motorsport as well, alongside the waiver and the restoration of a proportionate balance between safety and areas restricted to the public, as we request.

 

We sincerely hope that motorsport can return to its original essence, adapted to our times but preserving the authentic passion that has always characterized this sport.
