An Appeal to the People of Punjab

The recent tragedy in Hoshiarpur, where a five-year-old child was brutally murdered after being subjected to unspeakable abuse, has shaken every heart. This was a heinous crime committed by a diseased mind, and the law must take its course swiftly to punish the guilty. Crime has no religion, no caste, no colour, no region. To equate an act of individual depravity with an entire community is both unjust and dangerous.

Yet, in the aftermath of this incident, we are deeply disturbed by the way migrant workers in Punjab are being vilified, targeted, and turned into scapegoats by some local groups and panchayats. This campaign of hate, which conveniently serves certain political interests in the upcoming Bihar elections, threatens to fracture the social fabric of Punjab itself.

Have we forgotten how deeply migrant workers are interwoven into the story of Punjab’s prosperity? From the fields of the Green Revolution to the machines of our industrial hubs, it was their sweat and labour that helped build modern Punjab. They embraced Punjabi culture, contributed to our literature, and inspired celebrated poets like Surjit Patar, who immortalised their presence in his famous poem:

Many among their children and grandchildren have become prominent voices in Punjabi writing and arts. They are not outsiders; they are part of us.

To demonize them today is not only an economic folly but also a betrayal of the spirit of Punjab’s own philosophy. The Sikh Gurus taught us to stand for pluralism, compassion, and tolerance. How can we forget that the very soil from which many of these workers come is also the land of Ganesh Shankar Vidyarthi, the mentor of Shaheed Bhagat Singh, who gave his life to protect people during communal riots?

Let us ask ourselves honestly: should the crime of one individual condemn an entire community? If this logic were applied elsewhere, would we not fear for the countless Punjabis who live and work abroad—in Canada, America, Europe as well as in other Indian states? Should they be expelled for the crime of a single offender among them? Such thinking is not only unjust, it is self-destructive.

Migration is not born of choice but of necessity. Workers travel thousands of kilometers to Punjab because our economy needs their hands. If local labour alone could sustain our fields, factories, and homes, there would be no migration. Their presence here is proof of Punjab’s need, not their intrusion.

We, as citizens of Punjab, therefore appeal: let us not allow hatred to blind us to truth. Let us not turn our backs on those who have stood with us in our journey of growth. To target migrant workers is to target the very foundation of Punjab’s prosperity and to deny the human values that our Gurus taught us.

The guilty must be punished, but hatred and violence against an entire community must end.

We stand with justice. We stand with humanity. We stand against hate.

ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਅਪੀਲ

ਪਿਛਲੇ ਦਿਨੀਂ ਹੁਸ਼ਿਆਰਪੁਰ ਵਿਖੇ ਹੋਈ ਦੁਖਦਾਈ ਘਟਨਾ , ਜਿੱਥੇ ਇੱਕ ਪੰਜ ਸਾਲਾਂ ਦੇ ਬੱਚੇ ਨੂੰ ਬੇਰਹਿਮੀ ਨਾਲ ਕਤਲ ਕਰ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਉਸਨੂੰ ਅਕਿਹ ਜ਼ੁਲਮ ਦਾ ਸ਼ਿਕਾਰ ਬਣਾਇਆ ਗਿਆ, ਨੇ ਹਰ ਹਿਰਦੇ ਨੂੰ ਵਲੂੰਧਰਿਆ ਹੈ। ਇਹ ਇੱਕ ਬੀਮਾਰ ਮਾਨਸਿਕਤਾ ਦਾ ਘਿਨਾਉਣਾ ਅਪਰਾਧ ਸੀ, ਅਤੇ ਕਾਨੂੰਨ ਨੂੰ ਜਲਦੀ ਤੋਂ ਜਲਦੀ ਦੋਸ਼ੀ ਨੂੰ ਸਜ਼ਾ ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ। ਅਪਰਾਧ ਦਾ ਕੋਈ ਧਰਮ ਨਹੀਂ, ਕੋਈ ਜਾਤ ਨਹੀਂ, ਕੋਈ ਰੰਗ ਨਹੀਂ, ਕੋਈ ਖਿੱਤਾ ਨਹੀਂ। ਕਿਸੇ ਇੱਕ ਵਿਅਕਤੀ ਦੀ ਬੁਰਾਈ ਨੂੰ ਪੂਰੇ ਭਾਈਚਾਰੇ ਨਾਲ ਜੋੜਨਾ ਬੇਇਨਸਾਫ਼ੀ ਅਤੇ ਖ਼ਤਰਨਾਕ ਹੈ।

ਪਰ, ਇਸ ਘਟਨਾ ਦੇ ਬਾਅਦ, ਅਸੀਂ ਇਸ ਗੱਲ ਤੋਂ ਬਹੁਤ ਪਰੇਸ਼ਾਨ ਹਾਂ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਪਰਵਾਸੀ ਮਜ਼ਦੂਰਾਂ ਨੂੰ ਕੁਝ ਸਥਾਨਕ ਸਮੂਹਾਂ ਅਤੇ ਪੰਚਾਇਤਾਂ ਦੁਆਰਾ ਬਦਨਾਮ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਨਿਸ਼ਾਨਾ ਬਣਾਇਆ ਜਾ ਰਿਹਾ ਹੈ, ਅਤੇ ਬਲੀ ਦਾ ਬੱਕਰਾ ਬਣਾਇਆ ਜਾ ਰਿਹਾ ਹੈ। ਨਫ਼ਰਤ ਦੀ ਇਹ ਮੁਹਿੰਮ, ਜੋ ਆਉਣ ਵਾਲੀਆਂ ਬਿਹਾਰ ਚੋਣਾਂ ਵਿੱਚ ਕੁਝ ਸਿਆਸੀ ਹਿੱਤਾਂ ਦੀ ਸੇਵਾ ਕਰ ਰਹੀ ਹੈ, ਪੰਜਾਬ ਦੇ ਸਮਾਜਿਕ ਤਾਣੇ-ਬਾਣੇ ਨੂੰ ਤੋੜਨ ਦਾ ਖ਼ਤਰਾ ਖੜਾ ਕਰ ਰਹੀ ਹੈ।

ਕੀ ਅਸੀਂ ਭੁੱਲ ਗਏ ਹਾਂ ਕਿ ਪਰਵਾਸੀ ਮਜ਼ਦੂਰ ਪੰਜਾਬ ਦੀ ਖੁਸ਼ਹਾਲੀ ਦੀ ਕਹਾਣੀ ਨਾਲ ਕਿੰਨੇ ਡੂੰਘੇ ਜੁੜੇ ਹੋਏ ਹਨ? ਹਰੇ ਇਨਕਲਾਬ ਦੇ ਖੇਤਾਂ ਤੋਂ ਲੈ ਕੇ ਸਾਡੇ ਉਦਯੋਗਿਕ ਕੇਂਦਰਾਂ ਦੀਆਂ ਮਸ਼ੀਨਾਂ ਤੱਕ, ਇਹ ਉਹਨਾਂ ਦਾ ਪਸੀਨਾ ਅਤੇ ਮਿਹਨਤ ਸੀ ਜਿਸ ਨੇ ਆਧੁਨਿਕ ਪੰਜਾਬ ਬਣਾਉਣ ਵਿੱਚ ਮਦਦ ਕੀਤੀ। ਉਹਨਾਂ ਨੇ ਪੰਜਾਬੀ ਸਭਿਆਚਾਰ ਨੂੰ ਅਪਣਾਇਆ, ਸਾਡੇ ਸਾਹਿਤ ਵਿੱਚ ਯੋਗਦਾਨ ਪਾਇਆ, ਅਤੇ ਸੁਰਜੀਤ ਪਾਤਰ ਵਰਗੇ ਮਸ਼ਹੂਰ ਕਵੀਆਂ ਨੂੰ ਪ੍ਰੇਰਨਾ ਦਿੱਤੀ, ਜਿਹਨਾਂ ਨੇ ਆਪਣੀ ਮਸ਼ਹੂਰ ਕਵਿਤਾ ਵਿੱਚ ਉਹਨਾਂ ਦੀ ਮੌਜੂਦਗੀ ਨੂੰ ਅਮਰ ਕਰ ਦਿੱਤਾ:

ਪਿੱਛੇ ਪਿੱਛੇ ਰਿਜ਼ਕ ਦੇ, ਆਇਆ ਨੰਦ ਕਿਸ਼ੋਰ।

ਉਹਨਾਂ ਦੇ ਬੱਚਿਆਂ ਅਤੇ ਪੋਤੇ-ਪੋਤੀਆਂ ਵਿੱਚੋਂ ਕਈ ਪੰਜਾਬੀ ਲੇਖਣੀ ਅਤੇ ਕਲਾ ਦੀ ਪ੍ਰਮੁੱਖ ਆਵਾਜ਼ ਬਣ ਗਏ ਹਨ। ਉਹ ਬਾਹਰੀ ਨਹੀਂ ਹਨ; ਉਹ ਸਾਡੇ ਹਿੱਸੇ ਹਨ।

ਅੱਜ ਉਹਨਾਂ ਨੂੰ ਸ਼ੈਤਾਨ ਸਾਬਿਤ ਕਰਨਾ ਨਾ ਸਿਰਫ਼ ਆਰਥਿਕ ਮੂਰਖਤਾ ਹੈ, ਬਲਕਿ ਪੰਜਾਬ ਦੇ ਆਪਣੇ ਫ਼ਲਸਫ਼ੇ ਦੀ ਆਤਮਾ ਨਾਲ ਵਿਸ਼ਵਾਸਘਾਤ ਵੀ ਹੈ। ਸਿੱਖ ਗੁਰੂਆਂ ਨੇ ਸਾਨੂੰ ਬਹੁਲਵਾਦ, ਦਇਆ ਅਤੇ ਸਹਿਣਸ਼ੀਲਤਾ ਦਾ ਸਾਥ ਦੇਣਾ ਸਿਖਾਇਆ। ਅਸੀਂ ਇਹ ਕਿਵੇਂ ਭੁੱਲ ਸਕਦੇ ਹਾਂ ਕਿ ਜਿਸ ਧਰਤੀ ਤੋਂ ਇਹਨਾਂ ਵਿੱਚੋਂ ਕਈ ਮਜ਼ਦੂਰ ਆਉਂਦੇ ਹਨ, ਉਹ ਗਣੇਸ਼ ਸ਼ੰਕਰ ਵਿਦਿਆਰਥੀ ਦੀ ਵੀ ਧਰਤੀ ਹੈ, ਜੋ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੇ ਗੁਰੂ ਸਨ, ਜਿਹਨਾਂ ਨੇ ਫਿਰਕਾਪ੍ਰਸਤ ਦੰਗਿਆਂ ਦੌਰਾਨ ਲੋਕਾਂ ਦੀ ਰਾਖੀ ਕਰਦੇ ਹੋਏ ਆਪਣੀ ਜਾਨ ਦਿੱਤੀ ਸੀ?

ਆਓ ਸਚਾਈ ਨਾਲ ਆਪਣੇ ਆਪ ਤੋਂ ਪੁੱਛੀਏ: ਕੀ ਇੱਕ ਵਿਅਕਤੀ ਦਾ ਅਪਰਾਧ ਪੂਰੇ ਭਾਈਚਾਰੇ ਨੂੰ ਦੋਸ਼ੀ ਠਹਿਰਾ ਸਕਦਾ ਹੈ? ਜੇਕਰ ਇਹ ਤਰਕ ਹੋਰ ਥਾਵਾਂ 'ਤੇ ਲਾਗੂ ਕਰੀਏ, ਤਾਂ ਕੀ ਸਾਨੂੰ ਅਣਗਿਣਤ ਪੰਜਾਬੀਆਂ ਲਈ ਡਰ ਨਹੀਂ ਲੱਗੇਗਾ ਜੋ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਰਹਿੰਦੇ ਅਤੇ ਕੰਮ ਕਰਦੇ ਹਨ—ਕਨੇਡਾ, ਅਮਰੀਕਾ, ਯੂਰਪ ਅਤੇ ਨਾਲ-ਨਾਲ ਭਾਰਤ ਦੇ ਹੋਰ ਰਾਜਾਂ ਵਿੱਚ ਵੀ? ਕੀ ਉਹਨਾਂ ਵਿੱਚੋਂ ਇੱਕ ਅਪਰਾਧੀ ਦੇ ਜੁਰਮ ਲਈ ਬਾਕੀ ਸਭ ਨੂੰ ਕੱਢ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ? ਅਜਿਹੀ ਸੋਚ ਨਾ ਸਿਰਫ਼ ਬੇਇਨਸਾਫ਼ੀ ਹੈ, ਬਲਕਿ ਆਤਮਘਾਤੀ ਵੀ ਹੈ।

ਪ੍ਰਵਾਸ ਸ਼ੌਕ ‘ਚੋਂ ਨਹੀਂ ਬਲਕਿ ਮਜਬੂਰੀ ਤੋਂ ਪੈਦਾ ਹੁੰਦਾ ਹੈ। ਮਜ਼ਦੂਰ ਹਜ਼ਾਰਾਂ ਕਿਲੋਮੀਟਰ ਦਾ ਸਫ਼ਰ ਕਰਕੇ ਪੰਜਾਬ ਆਉਂਦੇ ਹਨ ਕਿਉਂਕਿ ਸਾਡੀ ਆਰਥਿਕਤਾ ਨੂੰ ਉਹਨਾਂ ਦੇ ਹੱਥਾਂ ਦੀ ਲੋੜ ਹੈ। ਜੇਕਰ ਸਿਰਫ਼ ਸਥਾਨਕ ਮਜ਼ਦੂਰ ਸਾਡੇ ਖੇਤਾਂ, ਫੈਕਟਰੀਆਂ ਅਤੇ ਘਰਾਂ ਦੀ ਲੋੜ ਪੂਰੀ ਕਰ ਸਕਦੇ, ਤਾਂ ਪ੍ਰਵਾਸ ਹੋਣਾ ਹੀ ਨਹੀਂ ਸੀ। ਇੱਥੇ ਉਹਨਾਂ ਦੀ ਮੌਜੂਦਗੀ ਪੰਜਾਬ ਦੀ ਲੋੜ ਦਾ ਸਬੂਤ ਹੈ, ਉਹਨਾਂ ਦੀ ਘੁਸਪੈਠ ਦਾ ਨਹੀਂ।

ਅਸੀਂ, ਪੰਜਾਬ ਦੇ ਵਸਨੀਕ ਹੋਣ ਦੇ ਨਾਤੇ, ਇਸ ਲਈ ਅਪੀਲ ਕਰਦੇ ਹਾਂ: ਆਓ ਨਫ਼ਰਤੀ ਪ੍ਰਚਾਰ ਨੂੰ ਸਾਨੂੰ ਸੱਚ ਤੋਂ ਮੁਨਕਰ ਕਰਨ ਦੀ ਇਜਾਜਤ ਨਾ ਦੇਈਏ। ਆਓ ਆਪਾਂ ਉਹਨਾਂ ਤੋਂ ਮੂੰਹ ਨਾ ਮੋੜੀਏ ਜੋ ਸਾਡੀ ਤਰੱਕੀ ਦੇ ਸਫ਼ਰ ਵਿੱਚ ਸਾਡੇ ਨਾਲ ਖੜ੍ਹੇ ਰਹੇ ਹਨ। ਪਰਵਾਸੀ ਮਜ਼ਦੂਰਾਂ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾਉਣਾ ਪੰਜਾਬ ਦੀ ਖੁਸ਼ਹਾਲੀ ਦੀ ਬੁਨਿਆਦ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾਉਣਾ ਹੈ ਅਤੇ ਉਹਨਾਂ ਮਾਨਵੀ ਕਦਰਾਂ-ਕੀਮਤਾਂ ਤੋਂ ਇਨਕਾਰ ਕਰਨਾ ਹੈ ਜੋ ਸਾਡੇ ਗੁਰੂਆਂ ਨੇ ਸਾਨੂੰ ਸਿਖਾਈਆਂ ਹਨ।

ਦੋਸ਼ੀ ਨੂੰ ਸਜ਼ਾ ਮਿਲਣੀ ਚਾਹੀਦੀ ਹੈ, ਪਰ ਪੂਰੇ ਭਾਈਚਾਰੇ ਦੇ ਖਿਲਾਫ਼ ਨਫ਼ਰਤ ਅਤੇ ਹਿੰਸਾ ਬੰਦ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ।

ਅਸੀਂ ਇਨਸਾਫ਼ ਦੇ ਨਾਲ ਖੜ੍ਹੇ ਹਾਂ। ਅਸੀਂ ਇਨਸਾਨੀਅਤ ਦੇ ਨਾਲ ਖੜ੍ਹੇ ਹਾਂ। ਅਸੀਂ ਨਫ਼ਰਤ ਦੇ ਖਿਲਾਫ਼ ਖੜ੍ਹੇ ਹਾਂ।
