None disabled people in adapted properties

I was told to look for a mutual swap as this will be quicker & was discussed to discover just how many adapted properties in my area are currently occupied by people who don’t have any kind of disabilities. Why was they placed in adapted houses ? Why have the council not moved them out if they don’t need/ no longer need a adapted property & yet here I am begging to be moved into a adapted property so my child can have independence and be safe & I’m being told they don’t have suitable properties, well no because they’ve all been given to people who don’t need them �
