Calling Congressman Garamendi (D/CA) since April 2016

I have been calling Garamendi since April 2016 to get a personal of phone appointment. I sent in the petition to his office. I have been getting the runaround for months. I am a voter, veteran, in his district and he wont spend less than 10 minutes talking to me. Has anyone else had similar problems talking to their Congress person about the Ft McClellan Health Registry Act? Chime in, I want to hear about it.
