I put in an FOI request to ULHT asking to see the full text of their contract with ParkingEye. My main reason for doing this is my concern that, as I understand it, the contract gives ParkingEye income through PCNs ... and PCNs alone. That would seem to incentivise them not only to issue them in the first place but to be disinclined to uphold appeals. 

ULHT didn’t respond to my request within the required timescale, so I have made a complaint to the ICO. The ICO wrote to ULHT on 8th June asking them to respond to me within 10 days. So far, I’ve heard nothing ......

At the last board meeting I put forward a question asking for information on the number of PCNs that have been issued, appealed, appeals upheld & PCNs cancelled by ULHT themselves. Paul Boocock said they didn’t have  that information & I might obtain it through an FOI request to ParkingEye. ParkingEye is a private company so I very much doubt that will be possible. But more importantly, why don’t ULHT have that information? Surely, it’s essential they keep track of how many PCNs are being issued? 

ULHT is being obstructive to say the least!
