50 States…One Standard. Service Dogs in Training Deserve Protection Too.

One of the most important parts of Tiny’s Bill is something many people don’t realize is a problem: Public access protections for service dogs in training are not consistent across the United States. Under the federal ADA, service dogs in training are not given the same public access protections as fully trained service dogs. Individual states can provide additional protections and some do. Here in Utah, state law protects access for service animals in training. But cross a state line, and those protections can change. That matters because a fully trained service dog doesn’t simply wake up one morning knowing how to do its job. Before these dogs can safely and reliably assist their handlers, they need training. They need practice. And much of that training requires exposure to the real environments where they will eventually work. Tiny’s Bill is about creating stronger, more consistent protections for service dog teams including those doing the work necessary to become those teams. This is not about giving untrained pets unrestricted public access. It is about establishing meaningful protections and standards for legitimate service dog training. Where a handler lives or which state line they cross shouldn’t determine whether their service dog in training has protection. 50 states. One standard.
