Pass the Thomas Free Act: Demand Independent Investigations & Patient Justice in Wisconsin

The Issue

📣 INTRODUCTION:

My name is Taquanda Brown, and I’m the mother of Thomas Free, a young man who died after suffering medical negligence and abuse at Froedtert & the Medical College of Wisconsin. His story is heartbreaking — but far from unique.

Thomas was mistreated, medically mismanaged, abused and family harassed while he was hospitalized. When I demanded accountability, I was ignored. After his death, no outside agency investigated properly . No justice. No answers. Only silence. I have recently re opened another investigation and WE demand accountability. 

Now, I’m launching FREEdom July: Justice for Thomas Month, and calling on Wisconsin lawmakers to pass the Thomas Free Act — a law that would bring truth, accountability, and protections for families affected by medical abuse or negligence. 

A month of remembrance, resistance, and reform.

The play on "Free" in Thomas Free's name and "Freedom" ties his story to a bigger fight for justice and human dignity. July is also Independence Month - making it the perfect time to declare freedom from silence, from hospital cover-ups, from injustice in healthcare.

🧾 WHAT THE THOMAS FREE ACT WOULD DO:

  1. Mandate Independent Investigations Require third-party reviews of any in-hospital death where abuse, malpractice, or negligence has been reported.
  2.  Guarantee Full Access to Medical Records
    Ensure families receive full, unredacted medical records and activity logs within 15 business days of request 
  3. Establish a State-Level Patient Justice Unit
    Create a department under the Wisconsin Department of Health focused on hospital abuse, wrongful death, and misconduct.
  4. Protect Whistleblowers and Families Prevent retaliation against healthcare workers or families who speak out.
  5. Impose Penalties for Obstruction
    Criminalize tampering with records, intimidating families, or blocking investigations.
  6. Grant Legal Standing to Parents & Siblings
    Give immediate family members the legal right to sue in cases of wrongful death — even if the deceased had no spouse or children.

Thomas Free deserved care, compassion, and dignity. Instead, he was failed — and silenced. This law would prevent future deaths, empower families, and restore faith in a broken system.
