Pass the Simone Lyke Act in Texas: Protect Bystanders Who Save Lives from Animal Attacks
The Issue
Simone Lyke was mauled to death by a pit bull in her San Antonio apartment complex on July 23, 2025, on her 32nd birthday.
The attack lasted over 20 minutes. Multiple people witnessed it, some tried to help, but no one stopped the dog.
The Simone Lyke Act: A bystander who uses reasonable physical force (including deadly) to stop an ongoing violent animal attack on a human shall not be criminally or civilly liable, provided their actions were taken in good faith and with the intent to protect human life.
The law makes people afraid to intervene. I want to propose a law that protects people who use necessary force to save a human life from an animal attack, so that no one else has to die from risk calculation and bystander effect. Human life must legally take precedence over fear of liability. Simone needed protection more than the dog needed a pizza.
