Our friend Stacey Ross was only 55 years of age when she was transported to a hospital in Winnipeg by ambulance. Despite her situation, she was left in the emergency room waiting area for over 11 hours before being admitted to a room. Tragically, Stacey passed away a few short hours later due to undiagnosed pneumonia and sepsis. Stacey had advocated for herself multiple times, repeatedly seeking medical assistance, but the system failed her at every turn.

Stacey's story is not an isolated incident. Across Manitoba, patients in emergency rooms are experiencing long waits and inadequate care, which can lead to dire outcomes. It is high time that Manitoba Health takes concrete steps to address this issue with targeted and effective legislation.

We propose the implementation of 'Stacey's Law,' a named provincial law requiring that any patient remaining in an ER for more than 2 hours without assessment and appropriate escalation should receive immediate reassessment. This law is a realistic and targeted response designed to prevent such tragedies from reoccurring. It not only honours Stacey's memory but also ensures that others do not suffer the same fate.

Statistics show that ER wait times are increasing, leading to critical delays in patient care. According to recent data, the average ER wait time in Manitoba has exceeded provincial targets, putting patients at risk. Implementing 'Stacey's Law' would create a robust check and balance within the healthcare system, ensuring timely intervention and prioritization of patient needs.
