The Issue

My daughter Stacey was a bright and vibrant person, yet she was led to the streets just 2 weeks before her 16th birthday. We have fought tirelessly to get her the help she needed. On September 28 2026, while wrapped in her sleeping bag, she was  run over by a boom lift in Mission British Columbia. The boom lift operator had a spotter, and yet a precious life was lost. This tragic event highlights a significant oversight in the safety protocols that govern the operation of heavy machinery in areas where our most vulnerable citizens reside.

Currently, the laws around the operation of heavy machinery, particularly in areas frequented by homeless individuals, are not stringent enough. As citizens, we must call for immediate and effective changes to prevent further tragedies. By establishing "Stacey Law," we can ensure comprehensive safety measures and accountability standards for machinery operation in urban areas across British Columbia and Canada.

Staceys Law would mandate that heavy machinery operator across all sectors must visually clear their path and physically verify that blankets, sleeping bags, or piles of debris are not occupied before operations commence or proceed; strictly prohibit driving over or crushing any setup, structure,  or accumulated material that could reasonably serve as or conceal a temporary shelter without prior human verification; and to establish that a failure to perform these checks or to yield to a person constitutes automatic grounds for criminal negligence and strict regulatory liability for operators, spotters, supervisors and corporations, regardless of whether the incident occurs on public or private corporate land.

Statistics show that accidents involving heavy machinery are not uncommon, but fatalities among the homeless due to these incidents often go unreported.

According to WorkSafeBC, machinery incidents are among the leading causes of injuries in public spaces, yet reports focusing specifically on accidents involving vulnerable populations are scarce. By implementing Stacey’s Law, we aim to bridge this gap in safety protocols and create an environment where everyone, including our homeless citizens, can feel safe.

Our governments have a responsibility to protect all their citizens, regardless of economic status. Establishing and enforcing Stacey's Law will ensure accountability and help prevent further preventable tragedies like Stacey’s. I urge you to join me in calling for justice for Stacey and others like her, who deserve to be protected and respected.

Please sign this petition and support the enactment of Stacey’s Law, advocating for the necessary regulatory and legislative changes to shield our most vulnerable from the dangers of heavy machinery. Together, we can make a difference.
