Nehemiah Has Been Deemed Autistic

My baby has finally got the diagnosis of autistic and I really would like some help with someone anyone who can help get this special case of an ordinance done for him to be able to have a fence in the front yard. He does not understand the dangerous when going outside we Have to hotel so he doesn't run into the street. I definitely do not agree with no help and Pasco are like bills are outrageous and everything there's no help in this community whatsoever. This has become the ultimate problem that I see we have tried to sell the whole we had no luck selling the home. We are Christian and we are asking for anyone can help help share this please  we need to be able to live in peace and now after fighting for a year with the county we had to remove our fence because they stated that the easement is far up into our yard. It is halfway in our yard. There's no room for my child to play out front. If you want to sit down I cannot enjoy my house due to all of this even the neighbor next-door is still being a nuisance  please please please help.
