Abbiamo un'emergenza per una vicenda che seguiamo dallo scorso anno: Andra, l'elefantessa indiana di 62 anni che non ce la fa più, sfruttata fino all'osso dal circo Rolando Orfei. Il circo è attendato a Bergamo e Andra durante uno spettacolo si accascia a terra. Questa volta sono dovuti intervenire i vigili del fuoco per soccorrere l'animale. Ma i circensi continuano a sfruttarla. Abbiamo chiesto loro di donarci il povero animale, abbiamo una struttura privata attrezzata e qualificata a Bracciano, che la ospiterebbe a proprie spese fino alla fine dei suoi giorni. Abbiamo indetto una petizione che ha raccolto molte firme. A Bergamo c'è la locale sezione della LAV che segue da vicino la situazione, in collaborazione con noi. Giro la petizione e le testimonianze dei media locali. Chiedo gentilmente di sostenere questa causa ed informare e coinvolgere i ministri: Roberto Speranza e Dario Franceschini, per chiedere ed ottenere di liberare Andra e riproporre la graduale riduzione degli animali nei circhi, prevista dalla legge 175 del 22/11/2017 abbandonata nei "cassetti" del Parlamento.
Il 27 dicembre 2017 entrava in vigore la legge 175 del 22 novembre 2017, che “riordinava” e “revisionava” le disposizioni in materia di spettacolo, tra cui i circhi. Tra gli altri punti la legge prevedeva il “graduale superamento dell'utilizzo degli animali” da parte di circhi e spettacoli viaggianti. Il provvedimento creò molto malumore tra gli animalisti e gli etologi, che chiedevano di bandire da subito le attività circensi con animali, ma si dovette cercare la mediazione con una rappresentanza politica della maggioranza, che proponeva una semplice “riduzione”, limitatamente agli animali selvatici.
La legge, così come è stata approvata e pubblicata, prevedeva “entro dodici mesi dalla data di entrata in vigore della presente” l’adozione di uno o più decreti legislativi, ovvero di atti che delegano il Governo a mettere in pratica la riforma.
I dodici mesi previsti sono scaduti e non ci sono stati i decreti legislativi né per indicarci come “superare l’utilizzo degli animali” nei circhi, né su cosa fare degli animali già utilizzati, e neanche, nei sei mesi in cui il nuovo governo è stato in carica, è stata messa al lavoro una commissione. Al momento è tutto come prima, con i circhi regolati dalla legge 337 del 1968, vecchia di cinquant’anni fa. Non c’è stata neanche una proroga che permettesse al governo di rinviare l’emissione dei decreti legislativi. Animal Aid Italia chiede alle SS.VV. di intervenire presso i Ministri deputati alle funzioni di legge sulla tutela di questi animali esotici, in particolare i Ministri SPERANZA E FRANCESCHINI e riproporre in Parlamento e nelle rispettive commissioni competenti il lavoro previsto dalla succitata legge per la riduzione degli animali nei circhi, per per tutelare la fauna esotica in via di estinzione, e valorizzare le abilità e le capacità umane, sempre più presenti nei circhi senza animali, come il circo Peppino Medini o il famoso duSoleil."

September 2021 - Letter sent by Animal Aid Italia in collaboration with LAV Bergamo to the members of the Parliament, the relevant Ministers, the Prime Minister and the President of Italy.
"Dear Senators,
We have an emergency regarding a situation that we have been following since last year: Andra, the 62-year-old Indian elephant, who can’t carry on any longer in the condition she has been living so far, exploited “to the bone” by Rolando Orfei circus. The circus is in Bergamo right now and Andra collapsed to the ground during a show. On this occasion the firemen had to intervene to rescue the animal but circus performers continue to exploit her. We asked them to donate the poor animal to us, we have a fully equipped and qualified private facility in Bracciano, which would host her at their own expense until the end of her days. We have launched a petition that has collected many signatures. In Bergamo there is the local LAV section that closely follows the situation, in collaboration with us. I’m sharing the petition and the testimonies of the local media within this letter. I kindly ask you to support this cause and to inform and involve the ministers: Roberto Speranza and Dario Franceschini, to ask and to obtain the liberation of Andra and propose the gradual reduction of animals in circuses, required by the law 175 of 11/22/2017 abandoned in the "drawers" of the Parliament.
On 27th December 2017, the law 175 of 22 November 2017 came into force, which "reorganised" and "revised" the provisions on entertainment, including circuses. Among other points, the law provided for the "gradual overcoming of the use of animals" by circuses and traveling shows. This provision caused a lot of discontent among animal rights activists and ethologists, who asked to ban with immediate effect circus activities with animals, but mediation had to be sought with a political majority representation, which proposed a simple "reduction", limited to wild animals.
The above law which has been approved and published, had to provide "within twelve months from the date of entry into force of this" the adoption of one or more legislative decrees, or rather acts that delegate the government to implement the reform. The twelve months have expired and there have been no legislative decrees to show us how to "overcome the use of animals" in circuses, nor what to do with the animals already used. No commission has been put in place, neither in the six months that the new government was in charge. Circuses are currently regulated by the law 337 of 1968, which is a fifty-year old law. There has not been an extension that would allow the government to postpone the issuance of legislative decrees. Animal Aid Italia asks to the “SS.VV” to intervene with the Ministers delegated to the functions of the law on the protection of these exotic animals, primarily the Ministers SPERANZA AND FRANCESCHINI and to propose again in Parliament and in the respective competent committees the work envisaged by the aforementioned law for the reduction of animals in circuses, to protect exotic fauna in danger of extinction, and enhance the human skills and abilities, increasingly present in circuses without animals, such as the Peppino Medini circus or the famous duSoleil. "
