Larry Scott modeled franchises like the NFL, NBA and Lakers when he developed his business plan for the Pac 12. Those for-profit franchises may rightfully disallow broadcasts if price targets aren't met. Scott doesn't seem to appreciate that he represents a non-profit educational conference as commissioner of the Pac 12 which carries additional responsibility. Scott is not a Pac-12 alumn w/ no real stake in providing reasonable terms and game access to fans. He wants his price or "No Soup For You".
