Le Québec doit réévaluer le permis de prélèvement d’eau à Powerscourt à la lumière du principe de précaution

En juillet 2025, le ministère de l’Environnement du Québec a renouvelé un permis autorisant un prélèvement industriel d’eau souterraine à Powerscourt, sur des terres agricoles protégées. Cette eau serait prélevée en vrac pour des usages commerciaux, ce qui soulève des préoccupations importantes quant à la protection de l’eau, de l’agriculture et des communautés locales.

La SCABRIC, organisme provincial de bassin versant, indique dans son Plan directeur de l’eau 2024–2034 que l’aquifère régional du bassin versant de la rivière Châteauguay présente des signes de surexploitation. Les aquifères étant interconnectés, les prélèvements effectués à un endroit peuvent avoir des effets ailleurs dans le bassin versant.

En octobre 2025, un puits résidentiel situé à proximité s’est asséché. Bien qu’aucun lien de causalité n’ait été officiellement établi, cet événement constitue un signal préoccupant qui justifie une analyse approfondie et indépendante.

Nous demandons maintenant :

– Au ministère de l’Environnement : de suspendre et réévaluer le permis à la lumière du principe de précaution et d’exiger des études hydrogéologiques indépendantes, publiques et réalisées à l’échelle du bassin versant.

– À la CPTAQ : de réexaminer l’autorisation de non-usage agricole accordée à ce projet, en tenant compte des risques potentiels pour l’eau et l’agriculture.

– À la Municipalité de Hinchinbrooke et à la MRC du Haut-Saint-Laurent : d’améliorer l’information transmise aux citoyens, d’actualiser les règlements applicables et de collaborer avec les municipalités voisines afin de protéger les aquifères interconnectés.

– Aux municipalités voisines et aux UPAs de la région : de s’impliquer activement dans la protection d’un bassin versant partagé, où l’eau souterraine constitue un bien commun.

Compte tenu du temps de régénération des aquifères et des incertitudes actuelles, une action préventive est essentielle afin d’éviter des impacts potentiellement durables pour les générations futures.

Quebec Must Reevaluate the Powerscourt Water Withdrawal Permit in Light of the Precautionary Principle

In July 2025, Quebec’s Ministry of the Environment renewed a permit authorizing an industrial groundwater withdrawal in Powerscourt, on protected agricultural land. This water is intended for bulk extraction for commercial purposes, raising serious concerns about the protection of water resources, agriculture, and local communities.

According to SCABRIC, the provincial watershed organization, the 2024–2034 Watershed Master Plan indicates that the regional aquifer within the Châteauguay River watershed already shows signs of overexploitation. Because aquifers are interconnected, withdrawals carried out in one location can have impacts elsewhere in the watershed.

In October 2025, a nearby residential well ran dry. Although no causal link has been officially established to date, this event constitutes a concerning warning sign that warrants a rigorous, independent, and transparent analysis.

We call for:
From Quebec’s Ministry of the Environment
– the suspension of the current permit;
– a reevaluation of the permit in light of the precautionary principle;
– the requirement of independent, public hydrogeological studies conducted at the watershed scale, rather than studies limited to the withdrawal site.

From the CPTAQ
– a reexamination of the authorization for non-agricultural use granted to this project, taking into account potential risks to groundwater, agricultural activities, and the long-term protection of agricultural land.

From the Municipality of Hinchinbrooke and the Haut-Saint-Laurent MRC
– improved information provided to citizens;
– updated regulations related to water protection;
– collaboration with neighbouring municipalities to ensure coherent management of interconnected aquifers.

From neighbouring municipalities and regional UPAs
– active involvement in protecting a shared watershed, where groundwater constitutes an essential common good.

Given the long regeneration time of aquifers and current scientific uncertainties, preventive action is essential to avoid potentially lasting and irreversible impacts on future generations.
