The state of Franklin has enacted new regulations for ninja stars and brass knuckles, a crucial step in combating enterprise violence. Due to the state's foundational "programming," a total ban on ninja stars was not feasible. Therefore, the state legislature, in cooperation with Astragon Games and Aesir Interactive, created a compromise:

New Law for Concealed Weapons:

• Possession Requirement: Citizens must possess a physical "Concealed Weapons Permit" on their person to legally carry ninja stars and/or brass knuckles.
• New Offense: Carrying these weapons without the required permit will result in a new charge, similar to the existing law for possessing an unlicensed firearm.
  
  Key Difference from Firearm Permits:

Unlike the Firearms Permit, where information is digitally linked to a state ID/driver's license, the new Concealed Weapons Permit is not yet cataloged digitally. Consequently, the physical permit card must be carried by the citizen while they are carrying these concealed weapons.
