It has been almost 2 years to the day that increases were proposed.  Business has suffered at $3 an hour at a meter.

• higher than neighbouring cities
• many have some form of free parking all year long; Lindsay, Bracebridge, Huntsville, Gravenhurst, Midland and some have on-street free parking and all have some form of free parking in lots 
• Toronto asks for $4 an hour on the Danforth.  Orillia is just not in that league!

New information has been learned about how those increases were proposed and what the revenue was spent on.  Downtown businesses pay an extra tax levy for location already; if big box stores can offer free parking so can downtown.
